Description
THE U.S. ARMY UTILITY HELICOPTERS PROJECT OFFICE (UHPO) IS SEEKING POTENTIAL SOURCES THAT POSSESS THE EXPERTISE, CAPABILITIES, AND EXPERIENCE TO DEVELOP AN IMPROVED PATIENT HANDLING SYSTEM FOR USE ON THE UH-60A/L AND UH/HH-60M MEDICAL EVACUATION (MEDEVAC) HELICOPTERS. THIS NOTIFICATION IS A REQUEST FOR INFORMATION (RFI) ONLY TO SUPPORT MARKET RESEARCH. ANY RESPONSES RECEIVED WILL BE TREATED AS INFORMATION ONLY AND SHALL NOT BE USED AS A PROPOSAL. THIS RFI IS PART OF A CONTINUOUS PROCESS FOR OBTAINING THE LATEST INDUSTRY INFORMATION. THE INFORMATION PROVIDED HEREIN IS SUBJECT TO CHANGE AND IN NO WAY BINDS THE GOVERNMENT. IT SHALL NOT BE CONSTRUED AS A COMMITMENT ON THE PART OF THE GOVERNMENT TO SOLICIT FOR OR AWARD A CONTRACT. THE GOVERNMENT WILL NOT PAY FOR INFORMATION SOLICITED. THE GOVERNMENT DOES NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE ANY EXPENSES INCURRED TO PARTIES RESPONDING TO THI! S RFI. BACKGROUND: CURRENT SYSTEMS INCLUDE THE CAROUSEL AND INTERIM MEDEVAC MISSION SUPPORT SYSTEM (IMMSS) ON UH-60 PLATFORMS AND THE BASIC MEDICAL INTERIOR (BMI) ON HH-60 PLATFORMS. IMMSS IS A FOUR PATIENT SYSTEM, BMI IS A SIX PATIENT SYSTEM AND THE CAROUSEL IS A FOUR PATIENT SYSTEM WITH THE CAPABILITY OF EXPANDING TO SIX PATIENTS. ALL OF THESE SYSTEMS DESIGNS WERE FOCUSED ON TRANSPORTING A MAXIMUM NUMBER OF LITER PATIENTS. OUR CHALLENGE REMAINS PRE-HOSPITAL CARE PROVIDED IN ROUTE TO THE MEDICAL TREATMENT FACILITY. FUTURE GAINS TO PATIENT SURVIVABILITY CAN ONLY BE REALIZED BY EFFECTING PATIENT CARE BEFORE THE CASUALTY GETS TO HOSPITAL. THE SURGEON GENERALS STRATEGY HAS STATED THAT MEDEVAC IS THE PLATFORM TO MOVE THE POINT OF HOSPITALIZATION FORWARD TO THE POINT OF INJURY. THIS RFI IS WRITTEN TO SEEK INPUT FROM INDUSTRY TO DESIGN AND DEVELOP A SYSTEM THAT PROVIDES MAXIMUM SPACE FOR A CRITICAL CARE PARAMEDIC TO PERFORM ADVANCED ENROUTE TRAUMA CARE FOR UP TO 2 LITTERS IN SUPPORT OF POINT OF INJURY (POI) AND TRAUMA TRANSPORT MISSIONS WHILE ALSO HAVING THE ABILITY TO RAPIDLY RECONFIGURE TO SUPPORTING MASS CASUALTY MISSIONS. INSTRUCTIONS: THE ATTACHED CONTAINS REQUIREMENTS THAT MUST BE MET BY ANY INTERESTED PARTIES. ANY INTERESTED PARTY SHALL PROVIDE WRITTEN RESPONSE NLT 45 DAYS FROM THE DATE OF RFI POSTING. THE WRITTEN RESPONSE SHALL BE LIMITED TO 10 PAGES AND SHALL INCLUDE THE FOLLOWING INFORMATION: (1)OFFERORS NAME, ADDRESS, POINT OF CONTACT, PHONE NUMBER, AND E-MAIL ADDRESS. (2)OFFEROR'S BUSINESS TYPE AND BUSINESS SIZE (WHETHER HUB ZONE, SERVICE DISABLED VETERAN OWNED SMALL BUSINESS, 8(A), LARGE BUSINESS, SMALL BUSINESS, ETC...) (3)CURRENT MARKET PRICING WHICH MEETS THE DEFINITION IAW FAR 2.101 (4)DESCRIPTION OF PROPOSED PRODUCT TO INCLUDE ESTIMATED WEIGHT, CAPABILITIES, TIMEFRAME AVAILABILITY, DIAGRAMS/SKETCHES/DRAWINGS/SCHEMATICS, AND EXISTING PRODUCT QUALIFICATIONS/CERTIFICATIONS. ALL RESPONSES SHALL BE SUBMITTED TO: AMCOM CONTRACTING COMMAND ATTN: BRIAN SULLIVAN EMAIL: BRIAN.M.SULLIVAN1.CIV@MAIL.MIL 1. SYSTEM REQUIREMENTS: A.THE SYSTEM SHALL BE DESIGN TO SUPPORT PRE-HOSPITAL ENROUTE CRITICAL CARE PROVIDED BY A CRITICAL CARE EMERGENCY MEDICAL TECHNICIAN-PARAMEDIC (CCEMT-P). B.THERE SHALL BE A MINIMUM OF ONE REMOVABLE CRASHWORTHY SEAT FOR A CCEMT-P AND ONE REMOVABLE CRASHWORTHY SEAT FOR A CREW CHIEF. C.THE SYSTEM SHALL BE MODULAR AND ACCOMMODATE THE FOLLOWING TWO CONFIGURATIONS: (1)POINT OF INJURY (POI)1/ TRAUMA TRANSPORT3 (A)ONE (THRESHOLD(T)) OR TWO (OBJECTIVE(O)) LITTERS LOADED WITH MAXIMUM ACCESS FOR EACH PATIENT (B)TWO (T) OR FOUR (O) STOWABLE SEATS FOR AMBULATORY PATIENTS2 (AP) (2)MASS CASUALTY (A)FOUR LITTER PATIENTS; OR (B)FOUR AMBULATORY PATIENTS2; OR (C)COMBINATION OF TWO AP2 AND TWO LITTER PATIENTS 1 EMPHASIS OF THE POI CONFIGURATION IS SPEED/EASE OF LOADING AND SECURITY OF LITTERS. 2 WHERE PRACTICAL, IT IS PERMISSIBLE TO USE EXISTING TROOP SEAT ATTACH POINTS FOR AP SEATING. 3 EMPHASIS OF THE TRAUMA TRANSPORT CONFIGURATION IS LONG-DURATION ACCESS TO CRITICAL CARE PATIENTS BY AN ENROUTE CRITICAL CARE NURSE (ECCN). LONG-DURATION ACCESS INCLUDES THE CAPABILITY FOR A CCEMT-P AND AN ECCN TO BE SEATED WHILE ATTENDING THE PATIENT. D.ALL CREW SEATS, AMBULATORY SEATS, AND LITTER STATIONS SHALL INCLUDE RESTRAINT SYSTEMS FOR CREW, PASSENGERS, AND PATIENTS. E.THE SYSTEM SHALL BE DESIGNED SUCH THAT IT MINIMIZES THE INTRUSION OF BLOOD AND OTHER BIOLOGICAL FLUIDS FROM PATIENTS INTO THE SYSTEM AND/OR AIRFRAME STRUCTURE AND FLOOR. F.THE SYSTEM SHALL BE EASILY CLEANED AND/OR STERILIZED WITH WATER AND/OR APPROPRIATE DECONTAMINANT SOLUTIONS WITHOUT MAJOR DISASSEMBLY. G.THE SYSTEM SHALL PROVIDE A MINIMUM OF 3.5KVA, 115VAC, 60HZ POWER READILY ACCESSIBLE WITH AT LEAST FOUR OUTLETS. H.THE SYSTEM SHALL BE CAPABLE OF SECURING AND PROVIDING ACCESS TO CARRY-ON MEDICAL EQUIPMENT FOR USE IN-FLIGHT. I.THE SYSTEM SHALL INCLUDE PATIENT LIGHTING. J.THE SYSTEM SHALL BE RECONFIGURABLE BETWEEN POI MISSION CONFIGURATION AND T? MISSION CONFIGURATION WHILE IN FLIGHT. K.ALL CONFIGURATIONS SHALL ALLOW FOR RAPIDLY LOADING AND SECURING LITTERS WITH HUMAN FACTORS AS A CONSIDERATION FOR THE CREW. L.THE SYSTEM SHALL HAVE THE CAPABILITY TO SIMULTANEOUSLY LOAD OR UNLOAD LITTERS FROM EITHER SIDE OF THE AIRCRAFT. M.THE SYSTEM SHALL BE CONFIGURABLE FOR INSTALLATION ON A UH-60A/L AND UH/HH-60M. N.THE SYSTEM SHALL BE DESIGNED WITH WEIGHT AS A CONSIDERATION
