- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT; solicitation number W91ZLK-14-T-0549. The Army Contracting Command Aberdeen Proving Ground (ACC-APG), Tenant Contracting Division, 6001 Combat Drive, Aberdeen Proving Ground MD 21005 has a requirement to procure Connector, Shear, Male; Connector, Shear, Female; Guillotine; and Receiver, Flexor, MCF in support of Aberdeen Test Center (ATC), located at Aberdeen Proving Ground, Maryland. CLIN 0001: QTY 2 - Connector, Shear, Male, Part Number: E02792 CLIN 0002: QTY 2 - Connector, Shear, Female, Part Number E03112 CLIN 0003: QTY 2 - Guillotine, Part Number E04872 CLIN 0004: QTY 2 - Receiver, Flexor, MCF, Part Number E03182 The Government intends to award a firm-fixed priced sole source purchase order to Oldenburg Group Incorporated (OGI), 2141 Woodward Avenue, Kingsford, MI 49802-5316. ATC requests the purchase of two (2) each Connector, Shear, Male; two (2) each Connector, Shear, Female, two (2) each Guillotine, and two (2) each Receiver, Flexor, MCF. The ATC requires the procurement of connecting and mechanical fastening equipment. The parts consist of the connectors and associated hardware used to construct the Army Modular Causeway System (MCS). OGI has no resellers (due to the proprietary nature of the connectors). There are no companies that manufacture a quote mark generic quote mark version of these connectors. The connectors have to be exactly the same as the Army MCS system to allow for the JUCIM module to connect to the Army MCS properly. If substandard connectors were used by some other source, then test personnel would be put at risk of harm. Also, funds spent to construct the JUCIM modules to this point would be wasted as the JUCIM systems would have to be scrapped after cancellation of the test program due to the aforementioned risk of using substandard and/or non -OGI. The associated North America Industry Classification System (NAICS) Code is 332911 and the Business Size Standard is 500 employees. All response received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Daylight Saving Time (DST), July 11, 2014. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
