Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Lab (USAARL), Fort Rucker, AL to buy four (4) hydraulic hoses. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. DESCRIPTION: This requirement is for four (4) hydraulic hoses and compatible fittings that are needed as part of a closed loop system to drive hydraulically-actuated material test systems. See below for a list of the Minimum Essential Characteristics for the required items. A separate MS Word document listing these MECs can be located by following the Additional Documentation link below. (1)Hose inner diameter must be 1 1/2 inches (2)Minimum bend radius must be 22 inches (3)Operating temperature range must be -40 Degrees Fahrenheit to +250 Degrees Fahrenheit (4)Max working pressure must be at least 5,000 psi (5)Minimum bursting pressure must be at least 20,000 psi (6)Tube Type must be oil resistant, synthetic rubber (Nitrile - Type C). (7)Must have reinforcement that is at least four alternating layers of spiraled, high-tensile steel wire. (8)Must have a cover that is at least oil, abrasion and weather resistant cover with synthetic rubber (Neoprene - Type A) base, with color coded layline. (9)Must meet SAE 100R13. (10)Hose must have 1 1/2 inch crimp by 1 1/2 inch 37 degrees SAE female swivel fittings (J516 JIC Female Swivel) installed on both ends. (11)Each hose must be 75' long. (12)Each hose must be tested to 6,000 psi for 5 minutes. **An attachment has been included in this amendment to include the questions and answeres received in response to this RFQ. Please follow the Additional Documentation link below to locate this attachment** These items are needed at USAARL in Fort Rucker, AL 36362-0577. Delivery is FOB Destination no later than 30 days after date of contract. This is a notice that this order is a total small business set aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business concern will not be considered for award. The North American Industry Classification System (NAICS) code is 326220 (size standard 500 employees). No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of 52.212-2 in the attached documents to this RFQ under the Additional Documentation link below) and any resulting contract will be issued as a Firm Fixed Price Award. See below for the clauses and provisions incorporated herein by reference. APPLICABLE PROVISIONS AND CLAUSES FOR COMMERCIAL ITEMS: The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-4, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.223-18, 52.225-13, 52.232-33.
