- Title: Olympus North America FV1200 Multiphoton with InSight Laser and GaAsP INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). Anti-Vibration Table R2-125150H-OLY;ANTIVIBRA TABLE 1250X1500MM,BASIC & M-EXCL PERIOD OF PERFORMANCE: Delivery upon receipt of Award BACKGROUND: The National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The mission of the National Institute of Dental and Craniofacial Research (NIDCR) is to improve oral, dental and craniofacial health through research, research training, and the dissemination of health information. The Molecular Physiology and Therapeutics Branch of NIDCR pursue a comprehensive bench-to-bedside program to understand the molecular basis of salivary gland function and dysfunction and to develop strategies for the diagnosis, prevention, and management of salivary gland diseases. Clinical and translational studies focus on mechanisms of, and therapies for, salivary gland dysfunction caused by head and neck irradiation and diseases such as Sjogren's syndrome. The Branch will develop novel clinical strategies to restore salivary secretion that will include viral based gene transfer, pharmacological and other molecular tools. Large part of the work involves use of imageing techniques, specially within the context of studying function in live tissues and cells. NIDCR has developed technical and molecular tools to progress in this area of work. This requires highly skilled personnel as well as state of the art equipment that will allow optimum speed and resolution for data acquisition. Multiphoton imaging techniques allow detailed studies under truly physiological conditions Olympus America Inc. is utilized as the core instrument manufacturer used in NIDCR labs. Currently NIDCR has various Olympus instruments, including the FV1000 confocal microscope and require that users and laboratory personnel be able to utilize existing optics and software knowledge in applying the added functionality and capabilities of the new confocal and multi photon system. The components and accessories for NIDCR's existing IX81 microscopes and FV1000 confocal microscope are only compatible with the Olympus FV1200 confocal and multi photon system. JUSTIFICATION: Olympus America Inc. instruments are utilized in NIDCR labs. Currently NIDCR has various Olympus instruments, including the FV1000 confocal microscope and the IX81 microscopes that are used to aid research conducted by the MPTB.. It is imperative that new instruments such as the Olympus Fluoview FV1200 Multiphoton Basic System are compatible with the existing instruments and equipment in the lab. NIDCR users and laboratory personnel have been trained in using Olympus instruments nd equipment and must be able to utilize existing optics and software knowledge in applying the added functionality and capabilities of the new confocal and multiphoton system. The components and accessories for NIDCR's existing IX81 microscopes and FV1000 confocal microscope are only compatible with the Olympus FV1200 confocal and multi photon system. Olympus has customized the multi-photon system to meet the specific needs of the MPTB, while ensuring that all compatibility requirements with existing Olympus instruments and equipment that is used by the MPTB are met. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (July 1, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
