Description
SYNOPSIS DESCRIPTION: The Department of Veterans Affairs, Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center, 4100 East Mississippi Avenue, Suite 900, Glendale, CO 80246 intends to solicit sources to enter into one or more firm-fixed price indefinite delivery, indefinite quantity contracts to provide the necessary personnel, labor, equipment and transportation for hazardous and non-hazardous chemical/pharmaceutical waste disposal program to improve facility operations and service to its customers. The solicitation package will be available for download on or about July 31, 2014. Proposals submitted shall be due no later than 4:30 p.m. mountain time on August 14, 2014. The applicable NAICS code is 562211 with a small business size standard of $35.5 million. This solicitation is a 100% Small Business Set Aside. The solicitation reference is VA259-14-R-0070 - Hazardous Waste Disposal Services for three VISN 19 facilities: Denver, CO; Fort Harrison, MT and Salt Lake City, UT; and should be referenced in all correspondence/inquiries. The program shall be a full-service all-encompassing process from characterization of wastes to disposal and final disposition of the waste. It is anticipated that specific hazardous waste disposal requirements will change over the life of the contract resulting in modifications to incorporate changes. This statement reflects current VA policies and practices allowing offerors to propose and price a solution to known requirements. This requirement for hazardous wastes disposal programs is for three VA Medical Centers and associated facilities or supporting Community Based Outpatient Clinics, CBOC. One is the VA Eastern Colorado Healthcare System (ECHCS) with the Denver Medical Center, 2 CBOC's located at Colorado Springs and Pueblo clinics, and the Pueblo Community Living Center. The current waste generator status for all ECHCS facilities is "Conditionally Exempt, Small Quantity Generators" which is subject to change at any time. The second is the VA Salt Lake City Healthcare System (VASLCHS) with the Salt Lake City Medical Center and its 11 CBOCs located at St. George, UT, Orem, UT, Price, UT, West Salt Lake, UT, Roosevelt, UT, Ogden, UT, Nephi, UT, Elko, NV, Ely, NV, Pocatello, ID and Idaho Falls, ID. The VASLCHS is currently classified as "Small Quantity Generator". The West Salt Lake CBOC, Orem CBOC, St. George CBOC, Ogden CBOC and Pocatello CBOCs are currently classified as "Conditionally Exempt Small Quantity Generators". The third is the VA Montana Healthcare System (VAMTHCS) encompassing the main campus at Fort Harrison, MT plus four additional locations: the Miles City Pharmacy Miles City, MT, Columbia Falls Pharmacy at Columbia Falls MT, Bozeman CBOC, and Billings Pharmacy 2345 King Avenue West Billings MT, 59102 (with the possibility of moving to the new clinic on Spring Creek Lane, Billings MT 59102 during the duration of this contract) from the date of award. At this time the VAMTHCS is "Conditionally Exempt, Small Quantity Generators." All generator status is subject to change at any time. Hazardous waste (HW) is defined as wastes that are so designated by the Resource Conservation and Recovery Act (RCRA) in 40 CFR Part 261.3. "Universal Waste" is included as a specific subset of "Hazardous Waste" and is defined in 40 CFR Part 273, and 6 CCR 1007-3 Part 273. Non- hazardous chemical wastes shall include, but are not be limited to, non- RCRA chemical and pharmaceutical wastes and universal wastes (e.g. mercury-containing manufactured devices, metallic lead for recycle, and aerosols managed as universal waste). Neither radioactive nor mixed wastes will be covered under this program. The term "hazardous waste" in this statement will refer to and include hazardous waste, universal waste and chemical waste.
