Description
FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist Rob Corkrum (Robert.E.Corkrum@usace.army.mil). It has been determined that competition will be limited to 8(a) firms located within the geographical area services by the SBA Seattle District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The U.S. Army Corps of Engineers, Seattle District (NWS) intends to award a contract for: RLSC Miscellaneous Building Demolition PN72854 located at Joint Base Lewis McChord (JBLM), Washington. The solicitation will be procured as an Invitation for Bid (IFB) contract which will result in the award of a single Firm Fixed Price (FFP) construction contract. The solicitation will be available for download on or about 15 August 2014 with bids due approximately 30 days after issue. The procurement is an 8(a) Small Business Set-Aside. DESCRIPTION OF WORK: The Seattle District Corps of Engineers has a Design-Bid-Build (DBB) requirement to perform work which includes the demolition of various buildings and facilities throughout JBLM. Up to a total of 29 buildings or structures will be identified for demolition at multiple locations within JBLM. The estimated overall period of performance for this acquisition is 540 calendar days from the issuance of Notice to Proceed (NTP). The Government will accept proposals from all 8(a) small business offerors that qualify under NAICS code 238910 with a size standard of $15,000,000.00. The solicitation will be conducted in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 14. This announcement serves as the advance notice for this project. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $1,000,000 and $5,000,000. The solicitation will be a Design-Bid-Build; competitive Invitation for Bid (IFB) in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 36.213 entitled quote mark Special Procedures for Sealed Bidding in Construction Contracting. quote mark Firms that wish to be considered may provide price bids in accordance with instructions in the solicitation. The submittals will be evaluated utilizing the processes defined in FAR Part 36.213 and Part 14. A firm-fixed price contract will be the result of the solicitation.
