Description
MCC Bio-Data Form Addendum FBO Description SOW Consultant Services: Nutritionist - Health and Community Development - Indonesia - MCC-14-RFQ-0121 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is MCC-14-RFQ-0121 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-76, Effective July 25, 2014. 2. The North American Industrial Classification System (NAICS) code is 541611 and the small business size standard is $14.0 million. 3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. The exact text and wording of clauses and provisions may be obtained from the Internet at http://acquisition.gov/far/index.html. The Government contemplates the award of a Time and Materials Order resulting from this solicitation. NOTE: An Addendum to FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items, (Alt I) is attached. 4. The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov. 5. THIS ANNOUNCEMENT IS FOR AN INDEPENDENT CONSULTANT AND IS NOT FOR INDIVIDUALS SEEKING EMPLOYMENT DIRECT WITH MCC. PLEASE VISIT: http://www.irs.gov/business/small/index.html FOR INFORMATION REGARDING INDEPENDENT CONTRACTORS. Note: MCC will assist the consultant in coordinating with an Independent Contractor Engagement Services Provider for payroll, travel, international travel insurance, etc., therefore, a DUNS number and registration in System for Award Management (SAMS) is not required. 6. Description of Services: The purpose of this consultancy is to assist MCC in assessing and providing oversight to the micronutrient powder provision activity within the Indonesia Compact's Community-Based Nutrition Project to Reduce Stunting. The consultant's assignments include the following: Assess the proposed dosing on the micronutrient powder provision activity within the Indonesia Compact's Community-Based Nutrition Project to Reduce Stunting; Assess and analyze the ideal usage of micronutrient powders, in particular Taburia in the communities in Indonesia which the project is working; Make recommendations to MCC and MCA-Indonesia regarding the critical nutrients that are needed in complementary feeding; Assess local market situation and nutrients in locally-available food for complementary feeding; Perform ongoing literature reviews of research on micronutrient powders; Monitor existing MCC Compact activities and support Compact implementation, including support for procurement-related tasks (terms of reference, reviews of progress reports, etc) in relation to the micronutrient powder provision activity within the Indonesia Compact's Community-Based Nutrition Project to Reduce Stunting; Provide technical reviews of consultant reports, and inputs to MCC monitoring and evaluation activities in relation to the micronutrient powder provision activity within the Indonesia Compact's Community-Based Nutrition Project to Reduce Stunting; Support MCC in undertaking implementation oversight functions in relation to the micronutrient powder provision activity within the Indonesia Compact's Community-Based Nutrition Project to Reduce Stunting (participation in donor conferences and reviews, annual or semi-annual reviews of project progress, assessing weaknesses and building implementation capacities in specified areas, or specific oversight functions related to the quality or timeliness of project implementation); and Other functions as required, including review of country progress in meeting condition precedents, development of legislation or regulation, and writing project success stories and close-out reports. The consultant is precluded from bidding on work and services (design, assessment, construction and supervision) to be procured by the local MCA accountable entity or using funds advanced under a Compact in the relevant country. The designated consultant shall coordinate activities with local authorities responsible for MCC Compact implementation as well as other donors, as relevant. The consultant shall report directly to the designated COR/PM. This consultancy may be filled as a short or long term consultancy with a 12 month period of performance. 800 hours effort are estimated for this requirement. The Consultants shall work principally from his/her home office with required travel to MCC countries as directed by the COR. The position requires occasional travel to Indonesia and periodic trips to MCC's office in Washington D.C. 7. This combined synopsis and solicitation notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered. 8. The Government will award an order to the responsible independent consultant(s) whose quote conforming to this notice represents the best value in terms of technical criteria, past performance and price. All non-price factors (technical criteria and past performance) are more important than price. 9. Evaluation Factors: Only quotes which meet the required technical evaluation criteria will be considered. TECHNICAL EVALUATION CRITERIA The most technically qualified offeror will have a minimum of 10 years of demonstrated success with the following requirements: 1. Specific relevant experience with micronutrient provision, delivery, and programming in developing countries (MANDATORY); particular experience in Indonesia, preferred. 2. Advanced relevant post-graduate degree, Ph.D. or MPH in public health or closely related field (MANDATORY). 3. A minimum of 10+ years relevant developing country health experience with specific experience on nutrition projects, in particular micronutrient powder provision (MANDATORY). 4. Demonstrated experience with project design and implementation of nutrition projects with micronutrient powder provision activities with USAID, MCC the World Bank, or equivalent experience (MANDATORY). 5. Demonstrated experience working with senior government and/or private health institution officials on health project design and implementation, including developing policy requirements, establishing objectives, building implementing capacities, monitoring results, and evaluating impacts (MANDATORY). 6. Demonstrated experience supporting developing and/or transitional country public and private sector actors in implementation (MANDATORY); United States bilateral or World Bank funded health programs and projects, preferred. 7. Demonstrated experience improving maternal and child health and nutrition project implementation, in particular, experience with micronutrient provision, delivery, and programming (MANDATORY). 8. Demonstrated experience improving health project implementation (MANDATORY). 9. Familiarity with the local context in Indonesia in regards to maternal and child nutrition (MANDATORY). 10. Solid knowledge of ‘best practices' covering a wide range of health sector fields. 11. Solid knowledge of ‘best practices' covering a wide range of maternal and child health and nutrition sectors. 12. Familiarity with project implementation in a decentralized/devolved political and administrative setting. 13. Familiarity with the role of the private sector and importance of public/private partnerships in health development. 14. Ability to identify health sector program implementation risks and appropriate mitigation measures. 15. Familiarity with monitoring and evaluation of health programs in developed and/or developing countries using rigorous impact evaluation methodologies. 16. English written and oral communication skills. 17. Language skills in the following - Bahasa. Consultants must be prepared to work as part of multi-disciplinary project teams. Consultants must have the ability to brief high level U.S. and foreign government officials on critical technical matters. Other requirements: International travel to Indonesia may be required. The Consultant may be requested to mobilize on a short notice and will be expected to deliver high quality finished products in a timely manner. MCC seeks consultants with senior-level experience doing similar work in the private sector, or working with a development organization such as the World Bank Group, international NGO, or other international development agency. Familiarity with MCC's development model is also desirable. PAST PERFORMANCE Three (3) professional references for relevant work performed during the past three years. PRICE The Government will examine the proposed rates for reasonableness. 10. Evaluation Methodology: The Government will perform a comparative analysis of quotes and will assess the advantages and disadvantages of each quote as related to the Evaluation Factors. Multiple awards may be made from this notice and all quotes will be retained and may be utilized for requirements for a period of 6 months. 11. Quote Deadline: Independent Consultants are invited to submit their quotations in response to this notice by 2:00 pm Eastern Standard Time (EST), August 18, 2014. Only e-mailed requests for additional information will be accepted at mccconsultants@mcc.gov by 12:00 pm eastern standard time on August 07, 2014. Quotations submitted in response to this notice shall include the solicitation number AND description in the subject line and be signed, dated and submitted via email to MCCConsultants@mcc.gov. The maximum file size is 10mb. 12. Quote Submission: The Individual Consultant shall submit the following documents: Technical: (1) Cover letter that addresses all technical criteria as listed in this solicitation (5 pages maximum); (2) Curriculum Vitae (15 page maximum); Past Performance: Three professional references; Price: Bio-Data Form which includes the independent consultant's proposed rate and salary history. See Attachment. 13. FAR 52.212.3, Offeror Representations and Certifications - Commercial Items shall be required from the selected consultant, prior to the time of award. 14. There are no additional contract requirements(s) necessary for this acquisition other than those consistent with customary commercial practices. 15.
