- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is DJF-14-0700-Q-0010990 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 333314 - Optical Instrument and Lens Manufacturing; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. Video Probe System shall consist of the following items : One (1) Base Unit: Shall be an interchangeable probe system capable of accepting a variety of probe lengths (meters): minimum of 5-30; and diameters (millimeters): minimum 6.4- 12.7; Weight shall not exceed 22 pounds; Operating temperature range shall be a minimum of 5 degrees Fahrenheit to equal or greater than 110 degrees Fahrenheit; Operating in Humidity shall be a maximum of 95 percent; Housing shall be a minimum of aluminum with protective elastomeric or polyurethane trim or edging; Video input shall be capable of auto connecting to NTSC, PAL & S-Video; Video output shall be VGA with a minimum of 1024 x 768 pixels; A minimum of one (1) USB 2.0 connector shall be provided; One (1) Monitor: Monitor shall be a Liquid Crystal Display (LCD) type; Monitor shall have touch screen functionality; Monitor shall be detachable from base unit for remote viewing; Monitor size shall be a minimum of Height: 1 inch; Width: 12 inches; Depth: 9 inches; Monitor will have two (2) power supply cords, one (1) a minimum of 5 meters and one (1) a minimum of 8 meters; Monitor will have a minimum of 5 times digital zoom capability; One (1) Probe: Probe length shall be a minimum of 30 Meters (98.4 feet); Probe diameter shall be a minimum of 8.0 millimeters and less than 8.5 millimeters; Probe shall be of the remote focus type. (Adjustable at the tip); Probe external layer will be of stainless steel construction; Probe shall be water proof to a minimum water depth of 14 psi; Probe shall have a forward direction of view with a minimum 70 degree field of view; Probe tip articulation shall be a minimum of 90 degrees (left/right) to 120 degrees (up/down); Probe shall have the option of self centering; Probe resolution will be a minimum of 440,000 pixels; Probe manipulation and articulation shall be controlled by a joy stick type component; Probe articulation shall be operated by a internal air compressor, with external port for compressed air supply; Tips: One (1) Side view prism with a minimum 90 degree field of view; Lighting: Light source shall be a light emitting diode (LED); Light source shall be a minimum of 7.0 watt; Power: AC input shall be a minimum of 96 to 256 Volts / 47-63 Hertz, DC input shall be a minimum of 24 Volt with a minimum operation time of 90 minutes; DC operational temperature shall be a minimum of -13 degrees Fahrenheit to equal or greater than 110 degrees Fahrenheit; to include one (1) rechargeable Nickel Metal Hyrdride battery; and shall include one (1) AC to DC charging cord Memory: System memory shall be a minimum 60 GB; Warranty: Light shall have a lifetime warranty; Required Accessories : One (1) set fiberglass pushrod set, at a minimum length of 30 meters and a minimum diameter of 8 millimeters; Pushrod set shall be either continuous pliable rod housed on a reel or in segments at a maximum length of 4 feet each segment; Pushrod set shall be stored in a complimenting hard over pack or heavy duty soft sided nylon type bag for ease of shipping and/or carrying; Pushrod shall have all necessary hardware to attach to the provided video probe; One (1) centering device set for the specified probe diameter provided; One hundred (100) feet by internal diameter 9 millimeter Dekron type tubing; Required Retrieval Tools: One (1) 15 millimeter maximum diameter motorized tool, one (1) 10 millimeters maximum diameter motorized tool, One (1) at a minimum 15 meter length stainless steel wire snare, one (1) large retrieval magnet, one (1) medium retrieval magnet, one (1) small retrieval magnet, one (1) hook tool, one (1) adjustable elbow, one hard sided carrying case, eighteen (18) 6 millimeter diameter by 1.5 meter length fiberglass pushrods, eighteen (18) 7 millimeter diameter by 1.5 meter length fiberglass pushrods, eighteen (18) 9 millimeter diameter by 1.5 meter length fiberglass pushrods, six (6) heavy duty soft carrying case for fiberglass pushrods.; One (1) 30 meter length by a maximum 8.4 millimeter diameter motorized tool with continuous fiberglass reinforced plastic, all electrical components will be internal to the system, to include one (1) flat or curved serrated interchangeable grabber, and one (1) pronged or tine interchangeable grabber, One (1) 30 meter continuous fiberglass reinforced plastic push rod at a maximum 5 millimeter diameter; One (1) Motorized remote gripper tool no greater than one (1) inch in diameter, two (2) 50 foot electrical cables for motorized tool, one (1) small magnet, one (1) large magnet, one (1) small snare, one (1) large snare, one (1) "J" type hook, one (1) "U" type hook small, one (1) "U" type hook long, one (1) "U" type hook large, ten (10) 3/8 inch diameter by 60 inch length fiberglass pushrods, ten (10) 5/16 inch diameter by 60 inch length pushrods, ten (10) 3/16 inch diameter by 60 inch length pushrods, ¼ inch diameter by 60 inch length pushrods, one (1) adjustable knuckle joint, one (1) flexible push pole coupling, one (1) "T" handle, one (1) 6 inch and 12 inch directional rod, one (1) heavy duty storage case; One (1) Fiberglass push rod on continuous reel, at a maximum diameter of ¼ inch by a minimum of 100 feet, to include collar adapter; All quotes shall be FOB: Destination **Items may not be shipped via United States Postal Service** The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. A general overview or statement such as "able to provide the requirements" or "meets or exceeds minimum requirements" is unacceptable and will not be evaluated for potential acceptance. All Offerors that fail to comply with these instructions will be considered not responsive and not considered for award. Quotations shall be submitted by email to Ms. Lynda M. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone inquiries will not be considered. All questions regarding this solicitation shall be submitted in writing to the Contracting Officer listed above. No questions will be answered over the telephone. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate.
