- THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT AN INVITATION FOR BID (IFB). NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Naval Facilities Engineering Command, Mid-Atlantic PWD PA announces its intention to procure an IDIQ paving contract. The contractor shall provide all labor, materials, equipment, tools, supplies, supervision, quality control and clean up necessary to perform paving maintenance, repair, and pavement sweeping services. The work includes but is not limited to remove deteriorated bituminous paving sections and installation of new bituminous paving sections; removal or replacement of concrete curbs, sidewalks, ramps, walls, blocks, bricks, and bituminous surfaced areas and construct stone base as necessary; Labor and Equipment for Street Sweeping and marking of assorted surfaces, including bituminous and concrete, and other types of surfaces at the Philadelphia Naval Business Center (PNBC) and Naval Support Activity (NSA), Philadelphia, PA. This announcement is set-aside 100% for Small Business under the North American Industry Classification System (NAICS) Code 237310 with a size standard of $36,500,000.00. Estimated Construction Magnitude: Between $1,000,000.00 and $5,000,000.00 The contract will be procured as a competitive small business contract utilizing sealed bidding procedures contained in FAR Part 14, as it has been determined to be the most advantageous method of procurement and this decision is in the best interest of the Government. The Invitation for Bid (IFB) will be issued as N40085-14-B-6750. The resultant contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract for various paving, street sweeping and street marking at PNBC and NSA Philadelphia, PA with a guaranteed minimum of $10,000.00. This acquisition will result in the award for a term of one (1) base year and four (4) one year option periods, not to exceed sixty (60) months. All IDIQ work will be ordered on individual task orders consisting of pre-priced Exhibit Line Items (ELINS). The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to workload and/or satisfaction of the contractor ™s performance under this contract. Davis Bacon Wage Determination will apply to the resultant contract. THERE IS NO PROVISION FOR ECONOMIC PRICE ADJUSTMENT. THE WAGE DETERMINATION WILL BE IN EFFECT AT TIME OF AWARD THROUGH THE COMPLETION OF THE RESULTANT CONTRACT. The contractor shall submit an original bid bond with proposal. Market research established that the Government ™s need cannot be met by a type of item or service customarily available in the marketplace, the acquisition shall not be procured using the policies and procedures of FAR Part 12. The Government intends on issuing the Invitation for Bid (IFB) through the NECO web site at https://www.neco.navy.mil and the solicitation will automatically post to FBO website at http://www.fbo.gov. All prospective offerors MUST register themselves on both websites. Amendments will also be posted via the NECO website and filtered down to FBO. REMINDER: It is the contractors ™s responsibility to check the NECO and FBO websites for all amendments to the subject IFB. IMPORTANT NOTICE: The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in the Central Contractor Registration (CCR) FedReg, ORCA, and EPLS.
