- Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E644, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Division of Cancer Control & Population Sciences (DCCPS), Surveillance Research Program (SRP) plans to procure on a sole source basis a support service contract with RiesSearch, LLC, 956 Farm Haven Drive, Rockville, MD 20852, for the purpose of project support that requires coding across cancer reporting systems for the Surveillance, Epidemiology, and End Results (SEER) Program. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541712 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation; and the contract type will be a firm fixed price. The period of performance shall be for a 12 month option period from the date of award. It has been determined that there are no opportunities to acquire green products or services for this procurement. The Surveillance, Epidemiology, and End Results (SEER) Program of the National Cancer Institute works to provide information on cancer statistics in an effort to reduce the burden of cancer among the U.S. population. This acquisition seeks contract support involving a unique blend of expertise for project support requiring detailed knowledge, familiarity, and facile use of data coding systems, statistical analyses and software tools, and international technical documents used by the NCI cancer registry program (SEER or Surveillance, Epidemiology, and End Results Program http://seer.cancer.gov/). The expertise and knowledge related to these systems as transition to a new coding system is implemented will be essential to the SEER Program. The salient characteristics for the Development of recommendations for coding across cancer reporting systems for the SEER program are: •AJCC staging systems (editions/versions released since 1988); •Collaborative Stage Data Collection System or CS; •SEER Extent of Disease (EOD) variables; •SEER Summary Stage 2000 and SEER Summary Stage1977; •International Classification of Diseases (ICD); [http://www.who.int/classifications/icd/en]; •International Classification of Diseases for Oncology, 3rd Edition (ICD-O-3) [http://www.who.int/classifications/icd/adaptations/oncology/en/], [http://www.who.int/classifications/icd/updates/icd03updates/en/index.html]; •WHO/IARC Classification of Tumors or Blue Books [http://whobluebooks.iarc.fr] and coding systems for cancer and cancer registry surveillance systems; •IARC/WHO and IACR launch new guidelines for planning and developing cancer registries in low- and middle-income settings (LMIC) [http://www.iarc.fr/en/publications/pdfs-online/treport-pub/treport-pub43/index.php] RiesSearch, LLC was involved with developing and testing all versions of the International Classification of Disease for Oncology (ICD-O), assessing revised coding rules for histology and morphology and for rules that defined reporting multiple primary tumors. Note: (the US and international rules differ so additional criteria must be developed to convert from one set of rules to another within the registry data base). In addition, RiesSearch, LLC has extensive knowledge and experience with analysis of complex SEER data over time. In 2012-2013, RiesSearch, LLC provided primary technical expertise for several groups of SEER registry leaders and NCI statisticians investigating completeness of the new CSv2 data elements. These efforts led to recommendations for data release, discontinuation of future collection of some variables, and publication of a journal supplement reporting these findings for 9 types of cancer. Based on the above information, NCI intends to award on a sole source basis a contract to RiesSearch, LLC. The company is the most senior experienced known by NCI that is qualified to perform the unique services required for this project. The company has over 40 years of hands-on experience developing SEER codes for registry data, instructions for collection and coding, and specifications for edits and testing software implementation. Experience acquired as a senior member of the NCI SEER Program staff, RiesSearch, LLC has authored (sole or significant contributor) written documents that specify SEER data requirements and coding instructions (1971-2011) [see SEER web site http://seer.cancer.gov/registrars/], was a key member of the development teams for creating a coding system for collaborative stage (CS version 1 effective 2004 diagnoses; CS version 2 effective 2010 diagnoses coordinated by AJCC http://cancerstaging.org/cstage/index.html]. For CSv1 and CSv2 [all versions], RiesSearch, LLC wrote technical specifications and reviewed results for the software team's testing of the staging (and conversion) algorithm, for edits at data entry of initial data collection and for data analysis quality checks. RiesSearch, LLC has specific knowledge and expertise gained through initial and continued participation with the research endeavor. As a result, the company possesses unique experience & expertise not readily available within the research community. This notice is not a request for competitive quotation. However, if any interested party especially a small business, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11 AM EST, on August 15, 2014. All responses and questions must be in writing and emailed to Kathy Elliott, Contract Specialist via electronic email at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
