- The Defense Supply Center Richmond (DSCR) Facilities Engineering Division intends to issue a Request for Proposal (RFP) for a contractor to provide all labor, materials, equipment, and permits required to remove out of service water lines, backflow devices, and vaults at the site of demolished warehouses 61, 62, 63, 64, 77, 78. This project consists of the removal of 24 existing backflow prevention vaults, valves, water piping, electrical feeds, and all associated components in and around the site of former Warehouses 61, 62, 63, 64, 77, and 78 which were demolished. This project shall include all labor, material, equipment, and permits required to complete the work. The work shall conform to all Local, State and Federal Codes to include AWWA and ANSI. In case of conflict between codes, the most stringent shall apply. The contractor shall perform all work in strict accordance with the scope of work, drawings, and specifications. This procurement is a small business set-aside for qualified firms who possess a bona fide place of business in the state of Virginia. A bona fide place of business means a location where a Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. The Government intends to issue a single solicitation and make a single award to one offeror. The Contractor shall commence actual physical work on the site with an adequate work force and equipment within 30 days of the date of the Notice to Proceed (NTP). Contractor shall fully complete all work no longer than one hundred and twenty (120) consecutive calendar days after the NTP, contingent upon the approval of the Storm Water permit whichever is later. Vendors must be registered in the Central Contractor Registration (CCR) and Representations and Certifications Application (ORCA) utilizing the System for Award Management (SAM) database at web portal www.sam.gov. This web portal consolidates the capabilities of the CCR and ORCA. Annual updates to suppliers' registration will be required. There will be no public opening of offers. The anticipated issue date of the solicitation is August 15, 2014. This solicitation will not be posted to the DLA Internet Bid Board System (DIBBS). All copies of the solicitation will be e-mailed or mailed.
