DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: The Department of Veterans Affairs, NCO 6, Fayetteville VA Medical Center intends to execute a Justification for Other than Full and Open Competition for purchase request 565-14-3-1019-0081. 2.Nature and/or Description of the Action Being Processed: This is a request for other than full and open competition for the procurement of Soma expedi 25 ie system for VAMC Fayetteville. This is a firm fixed price purchase order to SourceOne Healthcare. 3.Description of Supplies/Services Required to Meet the Agency's Needs: Request procurement of Soma eXpedo 25ie system. The estimated cost is $31576.00. 4.Statutory Authority Permitting Other than Full and Open Competition: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; (x ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority: The latest generation of Soma 's DISC publishing systems, powered by eXpedo software, streamlines the custom creation of patient records through programmed automation. Conformant to DICOM standards andIHE Profiles, its 24/7 reliability produces the results you need.The eXpedo family of recording systems target every production level and budget. ntelligent workflow optimizing management software using DISCflowr"' Profiles customizes and automates CD and DVD DISC production, allowing you to cater to a variety of preferences within your healthcare facility, enhancing efficiency and eliminating delays 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: There were many sources that can supply this product but SourceOne Helathcare is the only vendor that could deliver these products with in the time restraints. 7.Determination by the Contracti ng Officer that the Antici pated Cost to the Government will be Fair and Reasonable: The estimated cost to the Government is $31576.00. There has been no increase in the price offered to the government, so the contracting officer determined it to be fair and reasonable. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research conducted by the Contracting Officer it was determined that no other sources could be identified. The situation did not allow for much time so the acquisition was awarded as a sole source. 9.Any Other Facts Supporti ng the Use of Other than Full and Open Competition: All facts supporting this proposed action are included in this Justification and Approval for Other than Full and Open Competition. 10.Listing of Sources that Expressed, i n Writi ng, an I nterest i n the Acqui sition: Source One Healthcare. 11.A Statement of the Actions, i f any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The Agency will continue to monitor the market incase other sources become available. (9) REQUIREMENTS CERTIFICATION: Icertify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge.
