- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with RG Group of York, Pennsylvania for the purchase of a traversing system under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST has a requirement for an RG Group traversing system to be used in its newly built wind speed facility. NIST currently utilizes two other RG Group traversing systems in another NIST wind tunnel. These traversing units are used to move a NIST airspeed probe to precise locations in the wind tunnel to enable the scientists to compute flow from the wind speed measurements. NIST has invested significant engineering efforts to design custom programs to control the traversing systems. This software instructs the traversing system to move a pilot probe to specified locations in the wind tunnel and provides the probe's orientation and position which are combined with wind speed measurement data. Acquiring the new traversing system from RG Group would allow NIST to realize significant monetary savings on developing new custom control software. The existing custom software would be unusable with a traversing system from any other manufacturer. The financial cost of developing an entirely new software program for a traversing system from another manufacturer would be significant and would not be recovered through competition. RG Group is the only contractor that can provide the required traversing system. The technology is proprietary, and there are no authorized distributors. Therefore, RG Group is uniquely qualified to provide the traversing system. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in August, 2014. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on August 14, 2014. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
