Sources Sought Synopsis THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the National Marine Fisheries Service (NMFS) seeks potential vendors to provide Research Vessel Cruises around the Columbia River Bar to establish a blanket purchase agreement. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. The name of manufacturer, make or model number specifications, physical, functional, or performance characteristic. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. The response date for this sources sought is August 054, 2014. No collect calls will be accepted. STATEMENT OF WORK PURPOSE: The proposed study is intended to supply needed scientific information toward implementation of an adaptive management program for the Corps of Engineers Mouth of the Columbia River Regional Sediment Management Plan (RMCR 2011). This process requires research and monitoring to "ensure that disposal practices will not result in unacceptable adverse effects on the near shore ocean ecosystem, especially commercial and recreational" Dungeness crab populations, deemed among the most susceptible of local fisheries. Acoustic telemetry and benthic video surveys will be used to evaluate crab responses to dredge spoil deposition. The vessel will conduct both oceanographic measurements and deploy/retrieve instrument moorings. The requirements of the research vessel are outlined herein. TECHNICAL SPECIFICATIONS: A research vessel with the following attributes is required: 1. Able to operate on short notice during months of September-November in order to take advantage of narrow weather windows. 2. Required onboard instrumentation: A. Acoustic Doppler Current Profiler B. Flow­ through near-surface salinity and temperature instruments. C. Electro-mechanical cable for real-time CTP profiles. D. Continuous flow-through salinity, temperature, and fluorescence sensors E. Hull mounted 63 kHz acoustic Doppler current profiler (ADCP); F. Electromechanical wire and winch system to enable visualization of realtime conductivity-temperature-depth (CTD) profiles. Items E and F require integration with GPS tracking system and wireless broadcast to land-based data processing system (see example at http://www.stccmop.org). 3. Required equipment A. Winch system capable of operating benthic sled. B. Ability to deploy and retrieve acoustic nodes. The vessel operator is required to have specific local knowledge of safe operating conditions around the Columbia River Bar, and specifically be able to: 1) Deploy and retrieve instrument moorings; 2) Run precise transect lines towing a submersible, benthic video sled. The vessel is required to be equipped with oceanographic instrumentation, Including a thermo-salinograph, acoustic Doppler current profiler (ADCP), and mechanoelctical cable and hydraulic winch for instrument casts. Thirty four (34) estimated number of cruises per year.
