Description
The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management, on behalf of the Thermodynamics and Kinetics Group (TKG) of the Materials Science and Engineering Division within the Material Measurement Laboratory, intends to enter into a sole source purchase order with QuantumWise of Denmark, under the authority of 41 USC 253(c)(1) - only one responsible source - for Atomistix ToolKit (ATK) software upgrade, training, one year warranty, and four one-year option periods for maintenance. A focal point of the Thermodynamics and Kinetics Group is to resolve the outstanding challenges in materials microstructure/property prediction and control. The goal is to develop measurement science and data that prove of significant value to industry. The group's research ranges over a wide scope of materials phenomenon employing a variety of experimental, theoretical and computational techniques. Among the phenomena investigated, one that is particularly relevant to industry is the understanding of conduction properties of nanoelectronic devises as a function of material, structure, phase, degree of contamination and so on. To guide and interpret experimental work, modeling is essential. To meet mission requirements, TKG utilizes one software tool, the QuantumWise ATK (version 12.8.2), to model transport properties (I-V curves, conductance, contact resistance, spin current, transistor characteristics, tunnel magneto-resistance) and electronic properties (electronic structure, activation energies, complex band structures etc.) using density Functional Theory and Tight-Binding computational approaches. NIST currently owns two licenses for this software; however, these licenses must be upgraded and maintained annually, as new capabilities are continually introduced in the software. Basis for sole source: The Contractor shall upgrade the currently NIST owned ATK software (version 12.8.2) to the newest version available (13.8.1 or higher) because this is the only software compatible with the already developed bank of scripts and codes to set up ballistic transport simulations, run them, harvest and process the data. The upgraded software must be compatible with the current, already own version of the QuantumWise Atomistix ToolKit (ATK) software so that all the scripts and processing codes NIST have developed over the years can continue to be used. QuantumWise A/S has no authorized distributors or resellers and is the sole provider of the software package Atomistix ToolKit. The license keys required to operate the software is proprietary to QuantumWise. The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers; the Small Business Size Standard is $35.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 p.m. Eastern Time on August 14, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
