Description
Price Non Disclosure Agreement Past Performance Questionnaire SOW The U.S. Department of Labor, Office of Inspector General intends to solicit, negotiate, and award a single award BPA for a secure, web-based, real-time interface to a comprehensive database of public and proprietary records that outputs identifiable information on people, businesses, assets, and locations to assist with their efficient performance of their law enforcement mission. Search and reporting capabilities need to identify associations and interrelationships between people, businesses, assets and locations in an effort to locate suspects quickly and efficiently. This is a combined synopsis/solicitation for commercial supply items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number DOL-OIG-14-Q-0007 is a request for quotation (RFQ). This is an unrestricted procurement. The NAICS Code is 519130. The standard size is 500. You are invited to submit a quote for The United States Department of Labor's (USDOL's), Office of Inspector General's (OIG), Division of Intelligence acquisition entitled, The OIG's Web-based Interface Services. Your quote should be prepared in accordance with the requirements of this Request for Quote. SUBJECT: U.S. DEPARTMENT OF LABOR, Office of Inspector General, Division of Intelligence has a requirement for Web-based interface services. REQUIREMENTS - 1. PROCUREMENT METHOD: This BPA is entered into pursuant to the Federal Acquisition Regulation Part 13.303-2. 2. REQUEST FOR QUOTATION (RFQ) : DOL-OIG-14-Q-0007 The abovementioned RFQ is for the establishment of a Blanket Purchase Agreement (BPA) which is being solicited under the provisions of FAR, Part 13.303-2. The following North American Industry Classification Systems (NAICS) Code is applicable under this requirement: 519130 which is entitled "Internet Publishing and Broadcasting and Web Search Portals". The Size Standard for the aforementioned NAICS Code is 500 employees. 3. DATE OF ISSUE : July 31, 2014 4. PURPOSE OF RFQ : This RFQ quote response is for performance of services outlined in the statement of work (SOW) (Attachment 1) is being solicited under the provisions of FAR Part 13.303-2. Request for any information concerning this RFQ and the statement is directed by e-mail or telephone to Mrs. Paula Miller-Sheelor, during the RFQ process and before award, which may be reached at (202) 693-7050. 7. PROPOSAL FORMAT: A business/price proposal and a technical proposal response should be prepared and all work shall be performed in accordance with the requirements and provisions set in this RFQ. All proposal submissions shall include a cover letter signed by an official authorized to bind the offeror, and it shall contain a statement to the effect that the proposal is firm for a period of at least sixty (30) days from the date of receipt. 8. SUBMISSION OF PROPOSAL RESPONSE (Business/Cost Proposal, Technical Proposal): Proposals must be submitted no later than 2:00 a.m., Eastern Daylight Time on August 11, 2014, to the following address: U.S. Department of Labor Attn: Paula Miller-Sheelor, Contracting Officer 200 Constitution Avenue, N.W. NOTICE OF AWARD The anticipated date of Award is August 25, 2014. DURING THIS PERIOD UNTIL CONTRACT AWARD, OFFERORS REQUESTING INFORMATION REGARDING THE PROJECT SHALL CONTACT THE CONTRACTING OFFICER ONLY. CONTACTS TO OTHER DEPARTMENT OF LABOR (DOL) PERSONNEL OR NON-GOVERNMENT ADVISORS ARE PROHIBITED. The Contracting Officer or his/her representatives are the only persons authorized to contact Offerors. The Contracting Officer and his/her designated representative is the only person authorized to release information regarding this procurement.
