- COMBINED SYNOPSIS/SOLICITATION PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring the Federal Business Opportunities website to ensure that they have the most up to date information about this acquisition. The solicitation number AG-7442-S-14-0025 is being issued as a Request for Quote (RFQ) and is being conducted as a 100% small business set aside. The North American Classification System Code is 334519; the size standard is 500 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-74. This requirement will be awarded as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. Description: The USDA Natural Resources Conservation Service has an item requirement for a Wireless Soil Temperature and Moisture System. In order to be determined an acceptable equal minimum specifications that the system must meet are: 1. Must be wireless soil temperature and moisture system. Must have a battery powered sensor that is completely wireless due to cultivation within the demonstration plots. 2. Must come with all components necessary to take a minimum of 9 individual soil moisture readings at a 12 cm depth and a minimum of 9 soil temperature readings at the soil surface. 3. Must have sensors that are made of material that can withstand constant outdoor environments. 4. Wireless soil temperature and moisture system should come with a data logger that is solar powered and stores data on a removable storage card with necessary memory card reader. 5. Must have a data logger that can handle all nine sensors. Data logger should be expandable to a minimum of nine sensors. 6. Must have a data logger with all necessary mounting accessories, solar source and weather resistant enclosure. 7. Must have a data logger with the capability to record and store data at least twice per hour. 8. Data logger should also include any additional components required to set up the sensors to the data logger. Wireless Soil Temperature and Moisture System will be delivered to Knox City, Texas 79529, please include freight cost in your quote or state that freight is included in the total amount of your quote.
