Description

The proposed contract action is for Hewlett Packard WebInspect in support of the Joint Staff, J6. In accordance with FAR 13.106(b)(1)(i) NAVSUP Fleet Logistics Center Norfolk, Philadelphia intends to solicit only one source, Hewlett Packard and its authorized resellers. -- The only company that can produce an automated and configurable web application security and penetration testing tool that mimics real-world hacking techniques and attacks that meets the government ™s operational needs enabling it to thoroughly analyze its complex web applications and services for security vulnerabilities. This procurement is being processed through other than full and open competition as authorized under FAR 6.302-1. Interested persons may identify their capability to provide the required services. THIS IS NOT A REQUEST FOR QUOTES. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. However, all capability information received by the designated date and time will be considered by the Government. Information shall be received at NAVSUP Fleet Logistics Center Norfolk, Philadelphia no later than 01:00 PM (Eastern Time) on 06 August 2014.
