Description
The U.S. Army Medical Research Acquisition Activity, 820 Chandler St, Fort Detrick, Maryland, 21702, intends to award a sole source contract to X-IO Technologies for X-IO Internet Storage Element Stations and data migration for the Defense Health Agency (DHA). The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c)(2). The FAR citation is 8.405-6(b)(1), only one source is capable of responding. X-IO is the only contractor who can offer sufficient assurances that the data transfer will be complete and uncorrupted. Data transfers from old Xiotech hardware to new Xiotech hardware must be done on the same vendor manufactured hardware in order to avoid data transfer faults and corruption of data. Also, staff in San Diego and Aurora have training and experience with Xiotech storage hardware. Additional time and unjustified costs would be incurred to train staff on a different storage vendor hardware platform. All these aforementioned facts are explained to illustrate the importance of a quick, seamless transition from old to new hardware. RFQ ALB-14-22466 will be issued on a sole source basis. The North American Industry Classification System (NAICS) for this requirement is 334112 and the size standard is 500 employees. All sources that believe they are eligible to provide these helmets must respond in writing or respond to the RFQ that will be posted to GSA e-Buy. Responses must be supported with clear and convincing evidence which articulates the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark. All questions and responses concerning this notice shall be emailed to Ms. Amanda Best at amanda.l.best7.civ@mail.mil. Interested concerns must identify their capability to the above email address no later than 2:00 PM Eastern Time, 15 August 2014.
