Description
The Southeast Regional Maintenance Center will be issuing a solicitation to support Port and Harbor Operations at United States Naval Base (USNB) at Guantanamo Bay (GTMO) Cuba. Solicitation will be available on or about 15 August 2014 and will be unrestricted. The services to be furnished under this contract include operation of multiple watercraft and boats, and related maintenance services, port operations, and waterfront administration at GTMO. The Contractor shall be responsible for the operation and maintenance of various watercrafts, boats and equipment, marine repair services and shall provide port and harbor operations services. This includes providing personnel to operate Harbor Tugs (including pilots), pusher boats, ferry boats (LCUs), security boats, line handlers, and facility response services. Normal tug operations are 10 hours per day, 6 days a week. Normal ferry services are required on a continuous basis (24/7). The Contractor shall be qualified in accordance with the JFMM to perform all depot level maintenance on each assigned watercraft, its systems and equipment, and other assigned port operations areas and equipment. The Contractor will also be required to perform comprehensive logistics and supply chain management support. Depot level maintenance may require the use of outside resources, such as shipyards and industrial assistance for the docking and underwater hull work on the YTB's. It is currently anticipated that this procurement will result in a single source firm fixed price contract for a base period with four one-year options.
