Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 effective July 25, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition will be competed using full and open competition. Simplified acquisition procedures will be utilized. The National Institute of Standards and Technology (NIST)/Material Measurement Laboratory (MML), Biomaterials Group, has a project involving stabilization of proteins in dry form and requires an optical parametric amplifier. THIS IS A BRAND NAME ONLY REQUIREMENT. QUOTERS MUST PROVDE THE REQUIRED BRAND NAME PRODUCT. The brand name justification follows. Optical parametric amplifiers (OPA) must be designed specifically to work with the pump laser to which they are to be paired. The cavity and optics are coated and tuned to accept and amplify laser pulses of a particular duration, color, bandwidth and repetition rate. Performance is exceedingly sensitive to the particular pulse parameters of the pumping laser, and an OPA with optical cavity and optics not specifically designed for the pump laser will not perform acceptably. The purpose of the acquisition is to purchase an OPA that is compatible with the laser it will be used with, a Wyvern 500. The laser currently operates at only one color - centered at 800 nm wavelength. The required OPA, is a Topas-HR with Lyra harmonics unit, SHS/SHI & SFS/SFI manufactured by Light Conversion. The OPA will expand the operation range from 400 nm to 2000 nm. This is the only OPA available that is designed to work with the Wyvern 500 laser. Responsible quoters shall provide pricing for all of the following line items. All equipment must be new. Used or remanufactured equipment will not be considered for award. LINE ITEM 0001 - Quantity 1 each Optical Parametric Amplifier, Topas-HR with Lyra harmonics unit, SHS/SHI & SFS/SFI, manufactured by Light Conversions. Prior to final acceptance by the Government, the OPA shall meet all of the following required specifications. -The OPA must be designed to operate with existing equipment in our lab, a KM Labs Wyvern 500 Regenerative Amplifier that operates at 100 kHz, generating 45 microJoule, 45 fs pulses centered at 820 nm; -The OPA must provide output pulses of duration 50 fs or less; -The OPA must have a tunable output range covering (475 to 1160) nm, including: -At least 100 mW from the signal output over the range (1150 to 1550) nm; -At least 100 mW from the idler output over the range (1700 - 225) nm; -At least 30 mW from the doubled signal output over the range (550 to 750) nm; -At least 30 mW from the doubled idler output over the range (850 to 1000) nm; -Wavelength selection must be able to be driven from a computer using software and cables provided by the Contractor. LINE ITEM 0002: INSTALLATION The Contractor shall provide installation for the OPA. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. LINE ITEM 0003: TRAINING The Contractor shall schedule and facilitate training for two (2) NIST personnel, on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, equipment operation and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications. LINE ITEM 0004: WARRANTY The Contractor shall provide a one year warranty. The warranty shall commence upon final acceptance by the Government. Warranty shall include all parts, labor and travel and guarantee that the OPA will be free from defects in material and workmanship throughout the period of performance. DELIVERY Delivery, installation and training shall be completed not later than 15 weeks after award. Delivery terms shall be FOB Destination. FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. EVALUATION CRITERIA AND BASIS FOR AWARD The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quotation is the lowest priced, technically acceptable quotation. Technically acceptable means that the Contractor provides the required equipment and all requirements of Line Items 0002, 0003 and 0004 shall be met. PRICE Price shall be evaluated for all quoters whose quotations are determined technically acceptable. Price will be evaluated to determine that total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government. REQUIRED SUBMISSIONS All quoters shall submit the following: 1) An original and one copy of an FOB Destination price quotation which addresses all Line Items; 2) Two (2) originals of technical description and/or product literature. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product is the required brand name product and meets the minimum specifications stated herein. It is the responsibility of the quoter to ensure that all requirements are clearly documented; 3) A description of the proposed warranty; 4) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) 5) The DUNS number for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov when the quotation is submitted to be considered for award; All quotes must be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:30 p.m. local time on August 12, 2014. E-MAIL QUOTES SHALL BE ACCEPTED AND ARE PREFERRED. FAX QUOTES SHALL NOT BE ACCEPTED. PROVISIONS AND CLAUSES The full text of a FAR provision or clause may be accessed electronically at www.acquisition.gov.
