THIS IS THE SOLICITATION PHASE. ALL RESPONSIBLE OFFERORS ARE INVITED TO SUBMIT A BID. General Description of the Work - The work for this project generally consists of the demolition of the American Canal, a reinforced concrete open channel, and replacing it with a reinforced concrete closed conduit canal. The reinforced concrete lining will be demolished, disposed, and replaced with cast in place and precast structural concrete arch roof culverts. The American Canal, is located in El Paso, Texas and runs parallel along the Rio Grande and West Paisano Dr. (U.S. Highway 85). The canal is subdivided into three segments by West Paisano Dr., at which point the canal crosses it by way of box culverts. American Canal begins upstream, at the American Diversion Dam, near the intersection of Executive Center Boulevard and West Paisano Drive, and extends alongside the Rio Grande for nearly 0.5 mile, where it crosses through a culvert under West Paisano Drive. After exiting this first culvert on the opposite side, the canal runs along the east side of highway for roughly 0.6 mile, where it crosses through a second culvert under West Paisano Drive and exits on the west side adjacent to the Rio Grande. The canal continues downstream for another 0.5 mile, at which point it connects to the Hart's Mill Stilling Basin, which is the beginning of the American Canal Extension, near the old West Yandell Drive overpass and the International Diversion Dam in the Rio Grande. The canal is accessible from various access points off West Paisano Drive. Reconstruction of each segment will be performed separately. The work under this contract is limited to the reconstruction of the American Canal's lower segment only. This lower canal segment extends approximately 0.591 mile from where it exits the second highway culvert under Paisano Drive and runs downstream to the Hart's Mill Stilling Basin near the International Diversion Dam in the Rio Grande. The existing canal has a flow capacity of 1200 cubic feet per second (cfs). The new canal system capacity will be increased to 1,535 cfs. Major Construction Tasks - (1) Preparation of right of way (clearing and grubbing). (2) Construction of ramps. (3) Demolition and disposal of existing reinforced concrete channel. (4) Construction of cast-in-place reinforced concrete transitions and box culvert sections for the base of the canal. (5) Fabrication and installation of precast reinforced concrete arched culverts, rectangular-shape sections for the top of canal. (6) Installation of storm drain system, consisting of drop inlets, and HDPE pipe. (7) Dewatering and possible treatment of contaminated ground water. (8) Removal and disposal of contaminated soils, and replacement with suitable backfill. (9) Re-seeding and establishment of vegetation for erosion control. (10) Cleaning and removing debris from job site. (11) Reestablishment of embankments and roadways. The magnitude of this project is more than $10,000,000. Performance Period -The canal and necessary structure work for conveyance of irrigation waters shall be constructed during the non-irrigation season, which runs from October 1 to February 28. However, due to current hydrologic conditions in the Rio Grande Basin, the non-irrigation season may be extended beyond February 28. Only work that does not impact on the system's ability to deliver irrigation water (i.e. staging, construction/restoration of berms, fences, grounds, vegetation, etc.) may continue into the irrigation season. All work shall be completed within eight hundred thirty (830) calendar days after the Notice to Proceed. All other work, excluding vegetation, shall be completed within six hundred fifty (650) calendar days. Reseeding and maintenance of seed and vegetation shall be completed within one hundred eighty (180) calendar days of completion of all other work. The time stated for completion shall include final cleanup of the premises.
