Description
This is a sources sought announcement for market survey to be used for preliminary planning purposes and to obtain information regarding the availability and capability of qualified businesses under the size classification relative to the North American Industry Classification (NAICS) code for the proposed acquisition. This is not a solicitation for proposals, proposal abstracts, or quotations and no contract will be awarded from this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the results of the evaluation. 1.Contract Information: The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the U.S. Army Medical Research institute of Infectious Diseases (USAMRIID), 1425 Porter Street, Fort Detrick, MD 21702-5711, has reoccurring requirements for the purchase of various small laboratory research animals including mice, rats, rabbits, guinea pigs, hamsters, and gerbils. These laboratory research animals are needed to support USAMRIID's mission as a leader in providing biodefense solutions to protect our nation. Specifically, USAMRIID conducts basic research for GLP/FDA studies which may require the use of small laboratory research animals. In order to continue to be a world renown research facility, these animals need to be provided by reputable, Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) accredited vendors and in good health and free of disease. 2.The government intends to award multiple Indefinite Quantity IDIQ contracts, with a base year and four 12 month option periods. Interested sources should respond to the questions presented within this announcement (see item #5 below or the attachment to this Sources Sought Notice by following the Additional Documentation link below) in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the acquisition strategy for this requirement. The Government does not intend to rank submittals or provide any reply to interested firms. 3.Project Information: The objective of this upcoming action is to purchase small laboratory research animals for research studies being performed at USAMRIID. The following is a list of animals to be purchased: Mice Rats Rabbits Guinea Pigs Hamsters Gerbils The requirement for these animals, as well as associated laboratory services, is very broad as the research conducted by USAMRIID researchers spans a vast range of topics. Additionally, as the IDIQ contract is expected to satisfy the needs of other DOD medical agencies, the Government seeks to establish a contract instrument to reduce the delivery time and obtain discounts for bulk orders. Since the current need for specific strains, ages, and genders is extensive and ever changing, the Government is seeking information from interested vendors to include electronic copies of catalogs to better establish the scope of this contract. Contractor Requirements: Upon award of contract, the contractor shall furnish small laboratory research animals when ordered by the contracting officer or a designated ordering officer from the date of award through the ordering period. Additionally, limited services such as surgical and preconditioning services may be required. In order to ensure the quality of the small laboratory research animals, vendors must meet the following eligibility requirements for this contract: a)The vendor must be AAALAC accredited and should have been providing these types of products for multiple, consecutive years to ensure the operation has provided a quality product that will not negatively impact ongoing research. Therefore, interested sources must be able to provide verification of AAALAC accreditation. b)All laboratory animals shall be negative for standard host specific protozoa, viral, and bacterial agents specific for each species. The vendor shall be responsible for monitoring and testing. For example, mice should be monitored and negative for the following: Sendai virus (SEND); Murine hepatitis virus (MHV); Lymphocytic choriomeningtis (LCMV); Mouse encephalitis (TMEV/GVII); Reovirus 3 (REO); Minute virus of mice (MVM); Pneumonia virus of mice (PVM); Mouse parvovirus (MPV). Please refer to attachment #1 by following the Additional Documentation link below. This attachment includes the host specific protozoa, viral, and bacterial agents for all other animals (mice, rats, rabbits, guinea pigs, hamsters, and gerbils). c)Vendors must be able to provide health documents upon request and/or with each shipment. d)Vendors must be able to weigh specific animal(s) prior to shipment, shall provide a weight sheet with the shipment upon request. 4.Request for Information under Sources Sought Notice: This sources sought announcement is open to both large and small businesses. The Government is seeking to identify qualified sources under NAICS code 112990, All Other Animal Production (size standard: $0.75 Million). Interested firms should submit a response via email to lisa.m.zarick.civ@mail.mil no later than 18 August 2014 that addresses all questions in the sources sought questionnaire below (see item #5 below or Attachment #2 to this Sources Sought Notice by following the Additional Documentation link below) and include the requested documentation. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted. Questions concerning submissions should be directed to Ms. Lisa Zarick, Contract Specialist at lisa.m.zarick.civ@mail.mil. Personal visits for the purpose of discussing this announcement will not be scheduled. Emails or phone calls requesting personal visits will not receive a reply. 5.Sources Sought Questionnaire: 1. If possible, please submit this information as a Microsoft Excel file. 4. Provide verification of your company's AAALAC accreditation.
