- Attachment A - Applicable Clauses and Performance Work Statement Building on the report of a technical working group of leading researchers and practitioners and on input received from many respected education leaders and the public, the U.S. Department of Education's (Department) most recent National Education Technology Plan (2010) presented a model of learning powered by technology, with goals and recommendations in five essential areas: learning, assessment, teaching, infrastructure, and productivity. The plan also identified far-reaching "grand challenge" R&D problems that should be funded and coordinated at a national level. In light of the rapid changes in technology capabilities over the last four years and new policy emphases of the current Administration, the Department requires technical support to develop a new National Educational Technology Plan (2015 NETP) within a twelve-month period. The Department anticipates that this work will build on the framework established in the 2010 plan, as opposed to starting from scratch, and will provide updated examples, goals and recommendations. The goal of the updated plan will be to inspire research, development and innovation in the use of technology to enhance student learning and enhance the ability of schools and districts to support and evaluate that learning. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The principal place of performance shall be at a contractor-provided site unless otherwise proposed. This is a full and open competition and all interested sources may respond to this solicitation. Interested sources must submit information that demonstrates their ability to meet the requirements of this solicitation, no later than August 29, 2014 at 2:00 PM EST. Clarification questions must be submitted by 2:00 PM EST on August 13. Any proposals and questions must be submitted electronically to the attention of Pavan.Mehrotra@ed.gov, Contract Specialist, with a concurrent copy to Michele.Jennings@ed.gov, Contracting Officer. The resulting contract will be paid on a firm fixed-price basis. Proposals shall include Solicitation Number, company name, point of contact, address, phone number, email, fax number, DUNS number, and size status under NAICS 611710 (i.e., small business, disadvantaged business, woman owned business, etc.). Offer must be valid for 90 calendar days after submission. Technical Proposals are limited to 25 pages in 12-point font, not including attachments. Offerors are advised that an emailed proposal should not exceed 20MB due to the likelihood that the Department's server could reject the email or the proposal could be held by the Department's spam software. If an offeror's proposal exceeds 20 MB, then the offeror should divide the submission into multiple emails. Offerors will be evaluated based on price and ability to meet the following solicitations requirements. The basis for the award will be best value through trade-offs; therefore, the Department may award to other than the lowest-priced offeror. The Department reserves the right to award a contract without discussions with offerors per FAR 52.212(c). See Attachment A - Applicable Clauses. Please note that offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and Department of Education Acquisition Regulation (EDAR) Provision 3452.209-71 - Conflict of Interest Certification. In addition, the offeror must identify a contract administrator as required by General Provision 306-8. Any proposal that does not conform with these requirements and the technical proposal instructions listed in Attachment A will be rejected.
