- The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. PROJECT SCOPE: This project scope includes the following elements: a. This project will design and install approximately 95 kilometers of single circuit 220kV transmission lines and 30 kilometers of 20kV distribution lines. The transmission lines will run from Gardez to Khost, the capitals of Paktiya and Khost provinces, in eastern Afghanistan. The project also includes the construction of new substations at Waza-Khvajeh and Khost. The substations will be configured to support local power distribution. The Design Build contractor will perform assessments in Waza-Khvajeh to develop the design for 20kV distribution lines in the surrounding area. b. The Contractor will be required to provide all logistical support, and personnel and security for all work and logistics support areas throughout construction. c. The Contractor will be required to provide Security at a fixed price effort for the duration of the project. d. The anticipated period of performance is 730 calendar days for the Project. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $100,000,000.00 and $250,000,000.00. LOCATION: This project is located on the Paktiya and Khost Provinces, Afghanistan. PROPOSAL PERIOD: Two-Phase Design-Build Solicitation is scheduled for release on or about 18 August 2014. The Phase One proposals will be due on or about 17 September 2014. Contract award is scheduled on or about 17 December 2014. SET ASIDES and CODES: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation. This effort is classified through the North American Industry Classification System Code: 237130 quote mark Power and Communication Line and Related Structures Construction quote mark. PROPOSAL PROCEDURES: This is a Two Phase Design-Build (D/B) solicitation process. In accordance with (IAW) FAR Part 36.303-1, Phase One of the Two-Phase Design-Build selection procedure, offerors will be required to submit Experience (Factor 1), Past Performance (Factor 2) information on relevant projects, and Technical Approach (Factor 3) to be described in the RFP. Price proposals are not to be submitted under Phase One. No more than the top five (5) proposals will be selected to proceed to Phase Two of the evaluation process. For Phase Two of the Two-Phase Design-Build selection procedure, offerors will be required to submit their Milestone Schedule (Factor 1), Key Personnel (Factor 2), and Price (Factor 3). Evaluation criteria will be stated in the RFP. The Government may include options in the Solicitation. This acquisition will result in a single fixed price construction contract.
