Description
The Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to award a Purchase Order for Logistics Support. At a minimum, the Company must have the following capabilities: U.S. Based and Licensed, Licensed Customs Broker, Licensed Non-Vessel Operating Common Carrier, Member of international Air Transport Association (lATA), Occupational Safety and Health Administration (OSHA) certified Hazardous Material (HAZMAT) storage capability, U.S. Department of State (DOS) Registered, U.S. Department of Defense (DOD), Defense Security Service (DSS) Eligibility (Facilities and Personnel),Customs-Trade Partnership Against Terrorism Member, Registered with D-Trade (DOS electronic licensing), Own and operate consolidation warehouses, and Offer Online Letter of Offer and Acceptance (LOA) line item track and trace capability The Period of Performance is one year w/one option year. Requirement/Customer Introduction In addition, the following capabilities/services are desired: Management and administrative staff, office and warehouse facilities and material handling equipment. Labor needed to support the receipt, consolidation, temporary storage, and automated tracking of all materiel at one designated centralized location. Ability to receive and consolidate materiel from shipping depots and contractor/vendor locations within the United States in accordance with the Security Assistance Management Manual (SAMM). Ability to ship materiel to the recipient FMS customer in accordance with specific FMS program requirements. Ship and receive materiel by all modes of transportation, to include small package carriers, truck, air, rail, and ocean vessel. Cargo services that include the ability to ship small-non-containerized, full-container, oversized and roll-on roll-off cargo Adequate security protection and sufficient insurance to cover the purchasers' materiel. Arrange for quote mark All Risk Door/Door Insurance quote mark as required. Familiar with DOS regulations as enumerated in 22 Code of Federal Regulations, Foreign Relations and prepare and mange the DSP-94 Export Authority. Able to track and manage the 24-month DSP-94 validity, as well as the decremented value of the DSP-94 as shipments are processed to ensure that sufficient value remains on the DSP-94. Able to update DSP-94 as LOA amendments and modifications are issued with international customs Familiar with U.S. Customs processing and examination of FMS shipments that require both hard copy (Export Summary) and electronic Shipper Export Declarations information via the Automated Export System Able to route and pay domestic inland freight charges for LOAs with Delivery Term Codes (DTC) 4 and E Capable of inspecting shipments for any obvious damage and ensure that the piece count declared by the shipper is in fact the piece count delivered to the warehouse. Any shortages, overages or obvious damages will be annotated on the delivering carrier documents to substantiate any subsequent claim actions against the carrier. Ability to assist in the process of Transportation and Supply Discrepancy Reports in accordance with DOD Regulations. Able to arrange pier/airport delivery and onward International Ocean and air transportation, including vessel and aircraft charters that are required for the delivery of materiel from the United States to destined FMS country. Capable of providing destination services which includes customs clearance and delivery, coordination of over fly and transit permits. Able to handle all U.S. DOS licensing, U.S. Customs clearances and releases and shipping documentation REQUEST FOR INFORMATION: THIS IS NOT A SOLICITATION - NO AWARD WILL BE MADE AS A RESULT OF THIS REQUEST.
