- **PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED** This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most current information in reference to this acquisition. The National Highway Traffic Safety Administration (NHTSA), Office of Acquisition Management (OAM) is issuing this solicitation, Purchase Request: 14-01128, as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-76 effective 25 July 2014. This requirement will be awarded as a commercial item under the procedures outlined in FAR Part 12. The North American Industrial Classification System (NAICS) code for this procurement is 336999, "All Other Transportation Equipment Manufacturing", with a small business size standard of 500 Employees. The Product Service Code for this procurement is 6695, "Combination and Miscellaneous Instruments - Dynamometers." The proposed contract action is set aside exclusively for small business concerns. SUPPLIES OR SERVICES AND PRICES/COSTS SUPPLIES/SERVICES The Contractor shall provide all tools, materials, personnel, and equipment necessary to supply items specified in the Price Schedule. All support provided to the Government shall be performed by Contractor Employees or personnel otherwise retained by the Contractor. Contract Line Item Number (CLIN) CLIN 0001 Chassis Dynamometer Requirements (* The requirements are the minimum acceptable characteristics required by the Government. Contractors are to provide their best available option that fits these needs.) 4WD - Have the need to run all wheel drive (AWD) cars. ( At least 1 set must be powered but the other set must rotate so that all four wheels are spinning) Speed Range : 0-60 mph Torque : Not important, we just want to spin the wheels. Air Requirements : None - we have exhaust system for air removal Power Requirements : 220V 3p or less Track Width : 40" to 85" Types of Vehicles : S mall compact cars to a large SUVs Basic Data logging or the ability to connect to our own computer Axle weight rating : 6,000 lbs Ramps to support rated load of vehicles. Installation should be bolt to the floor type and the unit should not be higher than 2 feet. Unless special setup is required, I believe that we can do this with TRC Technician Training may be required. (D epend ing on system ) Vehicle Tie Down - Should recommend how to secure the vehicle to the dynamometer. Airbag lift system to position vehicle on dynamometer is desirable. INSPECTION AND ACCEPTANCE INSPECTION AND/OR ACCEPTANCE The Contracting Officer's Representative (COR) as designated in this delivery order shall be responsible for performing the inspection of supplies and for recommending acceptance or correction of supplies if they fail to meet delivery order requirements. To be acceptable for payment, each invoice must contain the following certification: "I hereby certify that the information submitted in this invoice, and accompanying documentation, is accurate and conforms to the billing requirements set forth in this Contract." NOTE: The final invoice is not subject to interest payment under the Prompt Payment Act. The Contracting Officer will process the final invoice as a routine part of the closeout process. When requested by the CO, the Contractor shall submit the final invoice to OKC with a copy to the CO along with the final closeout documents. In the event any technical direction offered by the COR is interpreted by the contractor to be outside the scope of this contract, or if the direction may result in a change to the cost or price of this contract, the contractor shall not implement such direction, but shall notify the Contracting Officer in writing of such interpretation within five (5) calendar days after the contractor's receipt of such direction. Such notice shall include (1) the reasons upon which the contractor bases its belief that the technical direction falls within the purview of the "Changes" clause, and (2) the Contractor's draft revisions to the terms of the contract that it thinks are necessary to implement the technical direction. c. The Contracting Officer is the only individual who can legally commit or obligate the Government for the expenditure of public funds. FAR 52.212-2 Evaluation - Commercial Items (Apr 2014) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (listed in descending order of importance): •1. Technical Capability •2. Price •3. Past Performance - The Government shall consider information obtained through the Past Performance Information Retrieval System (PPIRS). Past performance will be utilized to determine the quality of the Schedule Contractor's past performance as it relates to the probability of success of the required effort. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance. When combined Technical Capability and Past Performance are more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
