- INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-FY14-536 and the solicitation is issued as a request for quotation (RFQ). Point of Contact: Shaun Miles, Contract Specialist, Telephone: 301-451-5042, Email: Shaun.Miles@nih.gov ACQUISITION AUTHORITY: This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006 - 05-76, dated July 25, 2014. PROVISIONS AND CLAUES INCORPORATED BY REFERENCE AND FULL TEXT: The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The associated NAICS code is 334515. BACKGROUND INFORMATION: The mission of the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. In pursuit of this mission, NCATS is potentially seeking supplies for an ultrafast solid-phase extraction/tandem mass spectrometry (SPE/MS/MS) system that is an Agilent RapidFire 300 System or Equivalent and a TOF LC/MS System with AJS and Printer or Equivalent. The purpose of this acquisition is to assist the NCATS chemistry team successfully accomplish the mission of optimizing chemistry on "clinical" candidates through fast and efficient synthesis and purification of small molecules though the uses of the Agilent RapidFire 300 System or Equivalent and the Accurate Mass TOF LC/MS System with AJS and Printer or Equivalent. PROJECT REQUIREMENTS: The Contractor shall provide one (1) BRAND NAME OR EQUAL New OR Refurbished OR Demo Agilent RapidFire 300 that must: 1. Include all software and hardware to run the system and analyze data 2. Include cartridge changer 3. Include remote monitoring 4. Be compatible with ESI/APCI Triple Quads AND One (1) BRAND NAME OR EQUAL New OR Refurbished OR Demo Accurate Mass TOF LC/MS System with AJS and Printer AND Installation of both supplies The contractor shall deliver these items within 3 weeks after receipt of order to the following address: NIH/NCATS 9800 Medical Center Drive Bld. A, RM 248 Rockville, MD 20850 EVALUATION CRITERIA: The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose offer is lowest price and technically acceptable. A firm fixed price purchase order is anticipated. Price will be evaluated in accordance with FAR 13.106-3(a). RESPONSE REQUIREMENTS: Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: 1. Unit price 2. List Price 3. Product Description 4. Shipping and Handling Costs (Quoted as a separate line item) 5. The delivery period after contract award 6.
