Description
RAC PART D SOW Notice Type: Sources Sought Synopsis: This is a SOURCES SOUGHT NOTICE (SSN) for the Centers for Medicare & Medicaid Services to determine the availability of qualified sources that can perform Recovery Audits to identify improper payments in the Medicare Part D program. The Part D Recovery Audit Contractor (RAC) will be dedicated to identifying past improper payments in Medicare Part D and providing information to CMS to help prevent future improper payments. Part D RAC issues will be based on vulnerabilities identified in the Medicare Part D Program. If a solicitation is issued for this requirement, CMS anticipates that the resulting contract will be a Contingency Fee type contract. It should be noted that CMS is also interested in receiving responses to this SSN from any source that may be precluded or deterred from providing these services based on information provided in this notice or the attached Statement of Work (SOW). If this is the case, please respond as indicated below and describe in detail why your company would not be able/willing to perform these services. 1.0 Resources Needed for RAC Part D Program RESPONSE REQUIREMENTS/INFORMATION: In order for CMS to evaluate a firm's capability, Capability Statements shall be submitted in response to this SSN and shall include written responses demonstrating knowledge and experience to perform the Tasks included in the SOW. Your capability statement shall be limited to fifteen (15) pages or less and include the following information: • Knowledge of and Experience with the Medicare Part D Program • Knowledge of Part D RAC Audit activities and methodology • Experience with the Improper Payment Review Process • Experience with Improper Payment Reporting and Tracking • Experience with the Validation of RAC Audit Findings Process • Experience with the Notification Process • Knowledge of Post Audit Activities • Experience with the Appeals Process • Experience with the Payment Adjustment Process • Demonstrate evidence of related past performance/experience (no more than 3 examples are needed). Provide points of contact and contract numbers for applicable contracts. • Experience in hiring and retaining the Key Personnel and Other Personnel for this project as identified in the attached SOW. • Demonstrate the stability of their company to withstand twelve (12) or more months with no pay. The length of time that payment may be delayed due to potential appeals (as outlined in the SOW) may be twelve (12) months or longer, please acknowledge that you are aware of this and that your company will be able to withstand such delays. • Experience with Contingency Fee type contracts. • Business Information and Identification 1. Offerors should ensure that they are registered in the System Award Management (SAM) and are eligible for work under this NAICS code. All offerors must be registered on the System Award Management, located at https://www.sam.gov/portal/public/SAM/. 6. All teaming arrangements should also include the above-cited information (i.e., the ability to withstand twelve (12) or more months with no pay, as outlined above) for each entity on the proposed team. Teaming arrangements are encouraged. It is essential that the offeror be free of all perceived, potential or actual conflicts of interest. Specifically, the offeror must not have any relationships or arrangements through its business operations or its employees that could be considered as possibly lessening the company's objectivity concerning any aspect of this action. If such relationships or arrangements exist, offerors would be required, during the potential procurement process, to identify potential conflicts of interest and discuss how the conflicts will be addressed and mitigated. For the purpose of identifying entities with conflicts of interest, the entity is one that is engaged in or is affiliated with the- • A Provider who has a financial interest in the RAC either through its employees, including family members or the organization itself. • Medicare Advantage (MA and/or MA-PD) plan • Medicare Part D Plan Sponsor • Zone Program Integrity Contractor • National Benefit Integrity Medicare Drug Integrity Contractor • MARx Contractor Submission Instructions: All capability statements shall be submitted via e-mail in MS Word or PDF to Justin.Menefee@cms.hhs.gov and nicole.hoey@cms.hhs.gov. Responses must be submitted no later than August 19, 2014. Responses shall be limited to 15 pages or less. Capability Statements will not be returned and any responses received after the specified due date and time will not be considered or reviewed. Information received will be considered solely to make informed decisions. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates CMS to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities statements for procurement planning purposes. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
