Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure on a sole source basis a Cellometer Vision SK-150-FCS cell viewer from Nexcelom Bioscience LLC, 360 Merrimack Street, Lawrence, MA 01843, USA. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Delivery of the instrument shall occur 4 weeks After Receipt of Order (ARO) The NCI, CCR, Radiation Oncology Branch (ROB) frequently measures the effects of therapeutic cancer drugs on cell growth and viability using difficult-to-grow brain tumor stem cell lines. Accurate measurements of cell viability and cell cycle dynamics are critical for the branch's research program. To fulfill the needs of the Radiation Oncology Branch the instrument must have the following characteristics: • Image based cytometery and cell imaging that can be viewed and archived by both bright field and UV channels. • Available excitation at 375,470,525, 540,550,635. • Must have the following emission detection 450,535,595,610,660 and 695nm. • Able to handle fragile cell types such as primary hepatocytes and adipocytes as well as be able to count clumpy cells. • Handle a sample size as little as 20ul due to limited patient sample size. • Must not require a daily decontamination upon shut-down, daily waste disposal or routine cleaning cycles. Currently, The Cellometer Vision SK-150-FCS from Nexcelom Bioscience is the only product that can work with a sample as little as 20ul uses self-contained slides for cell measurement rather than solution-based measurements it therefore does not require time consuming cleaning, decontamination or costly maintenance. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on August 15, 2014. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
