- NASA/GRC has a requirement for: - (1) FINE/TURBO START Part #FT-SPA-AL - (1) ADD-ON: NON-LINEAR HARMONICS, NLH Part #FT-XNH-AL - (1) ADD-ON: AUTOGRID5 ADVANCED Part #AM-XAD-AL - (1) Qty CPU UNLIMITED Part #FT-XPU-AL The FINE/TURBO software will be used to continue the unsteady flow simulation work necessary for open rotor noise modeling and prediction. NASA/GRC intends to purchase the items from NUMECA, U.S.A., INC. NUMECA, U.S.A, is the sole supplier of the specialized computational fluid dynamic (CFD) simulation software called FINE/Turbo that meets the requirements of the government. FINE/Turbo has a fully integrated software enviroment that includes a specialized grid-generator, boundary condition, flow simulation software and post-processing, and visualization features. NUMECA, U.S.A. owns that source code and no other vendor can provide this support. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acqusistion Procedures set forth in FAR Part 13. The Sole Source is under authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 8, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
