Description
Army Contracting Command-Rock Island (ACC-RI) intends to issue a Request for Proposal (RFP) on or after August 22, 2014 for the procurement of Automatic Identification Technology-V (AIT-V) products and services. The solicitation number is W52P1J-14-R-0041. The Project Manager (PM) is Product Director Automated Movement and Identification Solutions (PD-AMIS) within Army Program Executive Office (PEO) Enterprise Information Systems (EIS). The AIT-V acquisition is a follow-on to the current AIT-IV multi-award contracts that expire on 23 January 2015. The objective of the AIT-V acquisition is to provide a state-of-the-art, common, integrated structure for logistic tracking, locating, and health monitoring of commodities and assets of the Department of Defense (DoD), United States Coast Guard (USCG), North Atlantic Treaty Organization (NATO), Coalition Partners, other Foreign Military Sales (FMS), other Federal Agencies, and contractors in support of DoD activities. Items to procure include commercially available AIT-V technology, data communications, hardware, software, documentation, and incidental services, to include technical engineering services (TES), training and warranty, to achieve the aforementioned integrated structure. Turnkey solutions provided by the AIT-V acquisition will give users means to acquire technical services that will integrate AIT with existing Passive Radio Frequency Identification (pRFID) and Active RFID (aRFID) technologies resulting in implementations that are transparent to the User. Delivery of the products and performance of the services will be worldwide. This acquisition will be conducted using competitive negotiation procedures and the best value trade-off process described in FAR 15.101-1. ACC-RI intends to award up to three (3) contracts that meet North American Industry Classification System (NAICS) code 334111 (size standard is 1,000 employees). The term of the contract(s) is anticipated to be a 2 year base ordering period, plus one one-year option period for ordering. All contractors who provide goods/services to the Department of Defense must be registered in the Central Contractor Register (CCR). If you are not registered in CCR, you cannot be awarded a DOD contract. The internet site for registering in the CCR is http://www.ccr.gov. You may also contact the CCR Registration Assistance Center at 1-888-227-2423, customer service, and request the registration form and assistance packet for completion. This solicitation will be issued electronically in accordance with FAR 4.5, 5.102 and 15.201; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://acquisition.army.mil/asfi, and http://www.FedBizOpps.gov. NOTE: The date offers are due will not be available until the solicitation is issued. ESTIMATED solicitation issue date is 22 August 2014. THIS IS AN ESTIMATED DATE ONLY AND MAY BE SUBJECT TO CHANGE. This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. Therefore, interested parties should periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your bid or proposal unacceptable.
