THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTATION (RFQ). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This is a market research tool to determine the availability of sources prior to RFQ. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Department of Veterans Affairs, Huntington Regional Office, Vocational Rehabilitation & Employment Service (VR&E), Huntington, WV implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on the response received to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. All small businesses as well as large businesses are encouraged to respond. Upon review of industry responses to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of a full and open competition is in the Government's best interest. The successful contractor to any forthcoming solicitation shall provide all design, labor, management, supervision, tools, transportation, materials, and all equipment necessary to renovate, repair, and alter the Veteran's residence consistent with meeting the independent living needs of the disabled Veteran located in Fairmont, WV 26554 (Marion County) for the work described below. Installation of a covered parking area (pad outside of door and shelter) Installation of a sidewalk from the garage to an emergency door Installation of a ADA Approved roll-in shower, high rise commode, pedestal sink, and non-slip flooring in the basement bathroom Widening of the doorways and installation of doors for the bathroom, bedroom, basement storage room, and front entrance Installation of accessible environmental controls for the home ventilation and air-conditioning systems (HVAC) Reinforcement of wall and stairs for installation of stair glide system It's the Government's intention if the solicitation is issued to award a stand/alone construction contract (Design/Build). The magnitude of construction is estimated between $25,000 to $ 100,000.00. The Government's estimated construction time for the project is 90 days. This based on the most current information available to date. Updated information will be posted electronically on the Federal Business Opportunities as it shall become available. The applicable North American Industry Classification System (NAICS) for this acquisition is 236118 (Residential Remodelers) and the small business size standard is $33.5 million. The Government anticipated contract type is a firm fixed price award. Any interested and qualified sources (WV Division of Labor Contractor Licensed) are requested to provide a capabilities statement and a letter of interest to Stuart Stovall via email to Stuart.Stovall@va.gov. As part of your capability statement please include any current or past contracts you have been awarded or the ability to obtain sufficient proof of capability for this type of contract. In additional include what socio-economic category your company qualifies as (i.e. Large Business, Small Business, SBA Certified HUB Zone Firm, SBA Certified Small Disadvantaged Business, Service Disabled Veteran Owned, Veteran Owned Business, Women Own Business). To be considered in the research, please provide the information above not later than 3:00 EST on August 15, 2014.
