- The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) to provide Services for Pine Trimming at Great Dismal Swamp National Wildlife Refuge, Suffolk, VA. This procurement action is being solicited as a Small Business Set-aside. The NAICS code is 115310 Support Activities for Forestry, with a size standard of $7.0 million. This requirement is being procured in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. This work involves the cutting of all trees and woody vegetation and lopping and scattering of the resulting slash using only hand-held power equipment on approximately 230 acres in Suffolk VA. The objective is to reduce the current pine stocking to improve the growth of the remaining trees and reduce the hazardous fuel loading. Tree trimming Services as defined in Scope of Work document will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Evaluation of interested firms will be based on the following in the Solicitation: 1) Best Value; 2) Past Performance; and 3) Price Proposal. Solicitation package number F14PS01019 will include the Solicitation Forms (SF1449), Scope of Work(s) and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about August 15, 2014. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov.
