Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NHLBI-CSB-EB-2014-207-CDB and the solicitation is issued as a request for proposal (RFP). Offerors shall submit their proposals no later than 12:00 p.m. Eastern Standard Time(EST) on Monday, August 11, 2014. (iii) The solicitation document, the incorporated provisions and clauses are those in the Federal Acquisition Circular 2005-76, effective July 25, 2014. (iv) The associated North American Industry Classification System (NAICS) code for this procurement is 541990 and the small business size standard is $15.0M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. PURPOSE: The purpose of this requirement is to procure a research scientist to support the National Institute of Biomedical Imaging and Bioengineering (NIBIB) Laboratory of Molecular Imaging and Nanomedicine (LOMIN).   (v) Background: The National Institute of Biomedical Imaging and Bioengineering (NIBIB) aims to improve health by leading the development and accelerating the application of biomedical technologies. NIBIB supports research and development of new biomedical imaging and bioengineering techniques and devices to fundamentally improve the detection, treatment, and prevention of disease; enhancing existing imaging and bioengineering modalities; supporting related research in the physical and mathematical sciences; encouraging research and development in multidisciplinary areas; supporting studies to assess the effectiveness and outcomes of new biologics, materials, processes, devices, and procedures; developing technologies for early disease detection and assessment of health status; and developing advanced imaging and engineering techniques for conducting biomedical research at multiple scales. The Laboratory of Molecular Imaging and Nanomedicine (LOMIN) specializes in synthesizing molecular imaging probes for positron emission tomography (PET), single-photon emission computed tomography (SPECT), magnetic resonance imaging (MRI), optical (bioluminescence, fluorescence and Raman), contrast enhanced ultrasound, photoacoustic imaging, as well as multimodality imaging. This research group aims to develop a molecular imaging toolbox for better understanding of biology, early diagnosis of disease, monitoring therapy response, and guiding drug discovery/development. LOMIN puts special emphasis on high-sensitivity nanosensors for biomarker detection and theranostic nanomedicine for imaging, gene and drug delivery, and monitoring of treatment. The National Institute of Biomedical Imaging and Bioengineering (NIBIB), a component of the National Institutes of Health (NIH) and the Department of Health and Human Services (HHS) seeks a professional service contractor to provide a highly qualified individual to supporting the Laboratory of Molecular Imaging and Nanomedicine (LOMIN) on research related to molecular imaging probe development, nanosensors for ultrasensitive biomarker detection, nanoparticle platforms for imaging and gene/drug delivery, and translational medicine. NIBIB is responsible for a national and international program to conduct and support research, training, health information dissemination, and other programs with respect to the development and application of emerging medical technologies. These activities are conducted in hundreds of extramural laboratories and clinics, throughout the United States and in NIBIB's own facilities in Bethesda, Maryland. CONTRACTOR REQUIREMENTS: LOMIN is seeking the services of one (1) full-time research scientist to perform the following works including but not limited to: • Provide assistance to one or more senior investigators by performing laboratory experiments focusing on molecular biology and sequencing technology in support of biomedical research programs and projects. • Responsible for exercising independent judgment in performing a full range of responsibilities in support of the ongoing research of the laboratory/section. • Perform DNA isolation; quantify DNA, gene cloning and sequencing, protein expression and purification, gene expression analysis, gene library construction, and bioimaging analysis. • Trains personnel; trains research associates, post-doctoral fellows, visiting scientists, students and other assigned personnel in specialized laboratory techniques, procedures and laboratory safety, especially with regard to radioactive, biohazardous or other hazardous materials. • Manages computer software and hardware needs and recommends equipment and supplies for the laboratory for procurement. • Performs and interprets a variety of complex experimental techniques and procedures; searches all pertinent literature and references; defines, modifies and performs the analyses; evaluates and interprets the data; makes modifications as needed; communicates results and methods in reports, presentations, and manuscripts for peer-reviewed publications. • Provides technical advice to others within the organization and to other federal or academic research environments on all matters in the specialty area. • Upon completion of experiments, maintains records of experiments and results in accessible format; actively participates and collaborates in the preparation of scientific publications based on the results; documents information on procedures, modifications and methods for input into final publication and presentations of findings at local, national and international meetings. • Perform other laboratory works under direction of supervisor of LOMIN. The proposed research scientist must meet the following qualifications: • Qualified vendor's employee should hold an MD, MD/PhD or PhD degree and should have completed training in radiology, nuclear medicine, biomedical engineering or a related area of the imaging science. • At three years working experience at molecular biology diagnostics lab. • Qualified vendor's employee should have at least 3 first authored articles in Peer-reviewed scientific journals. • Professional knowledge of the theories, principles, methods and techniques for molecular cloning, DNA manipulation, Cell culture, Multi-color flow cytometry, Microscopy, and genetic analysis is required. • Real-time quantitative PCR, gel electrophoresis, and other basic molecular biology is preferred. • Extensive experience on database searching and record keeping is preferred. • Hands-on experience in sequencing technology particularly with robotic applications is required. • Working experience in a radioactive and biomarker laboratory is required. • Hands-on experience in research of immunity to pulmonary infection. • Hands-on experience in research animal model of acute lung injury. Deliverable and Performance Measurement: The contractor shall submit deliverable to the Government per the below schedule: Deliverable Description and Date to be Completed 1. Kick-off Meeting Five (5) days after award 2. Draft Research Plan Fifteen (15) days after on board 3. Monthly Report Ten (10) Days after each month 4. Ad Hoc Assignment As needed 5. Full Research records and documentation At Contract completion Performance measurement is the ongoing monitoring and reporting of contractor's accomplishments, particularly progress towards pre-established goals. It will conducted by LOMIN. Evaluations will be conducted monthly or on an ad hoc basis to assess how well contractor is working. They are conducted by LOMIN leadership to the contractor. Offerors quotes should include Direct Labor, Tax, Fringe Benefits, Overhead, G&A, and applicable fees. (vi) Period of Performance: One (1) year after award. (vii) The provision FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and is hereby incorporated by reference. (viii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition and is hereby incorporated by reference. Awards shall be made to the lowest priced, technically acceptable offeror. The Government will evaluate proposals based on the following evaluation criteria: A. Proposed contractor's technical capability to meet the outlined required tasks B. Proposed contractor's qualifications C. Price D. Past performance (ix) In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, Offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/.
