- NOTICE OF CONTRACT ACTION (NOCA) - AFLCMC/HBAK intends to issue a commercial small business set-aside solicitation for Contractor Logistics Support (CLS) services for the AN/FMQ-22 Automated Meteorological System (AMS). The Government contemplates a Federal Acquisition Regulation (FAR) Part 12 single-award Indefinite-Delivery Indefinite-Quantity "D" type contract for this effort. The estimated award date is 1 June 2015. Performance under the contract is estimated to be complete in December 2020. The statutory authority which permits full and open competition after exclusion of sources other than small business concerns for this acquisition is Title 10 United States Code (USC) 2304(b)(2) as implemented by FAR 6.203. No separate justification or determination and findings are required under this part to set aside this contract action for a small business. This notice neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. THIS IS NOT A REQUEST FOR PROPOSAL, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's contract.
