Description
Whidbey Island Seaplane Base Pier Draft PWS The purpose of this revised RFI is to determine industry interest, performance capability, and to gather rough order magnitute pricing information to determine if it is feasible and in the Government's best interest to contract transportation of Department of Defense-owned commercial jet fuel (Jet-A with additives/F-24 ) by tug and barge between all ordered United States ports and points in the Puget Sound, WA area. RFI's were previously posted on 28 October 2013 and 13 December 2013 for this potential requirement. Both RFI's were previously posted under solicitation number HTC711-14-ZW01. A draft performance work statement is attached to facilitate a response to this RFI. All interested carriers (large and small) with applicable capabilities are encouraged to respond to this RFI. This announcement constitutes an RFI only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The government will not make an award on the basis of this RFI. Please review the attached draft Performance Work Statement (PWS) for performance requirements and provide comments/concerns. Further, identify any requirements that would prohibit you from responding to a request for proposal. Attached you will also find information regarding the Whidbey Island Seaplane Base Pier. USTRANSCOM encourages all interested companies to submit a response to the following: 1. Are you currently operating in the area? 2. If not, would you be willing to reposition a barge to the area? 3. Are there any limits to your company's capabilities to perform? 4. Provide the business size of your company using NAICS 483211: (Small busines is less than 500 employees; large business is more than 500 employees) 5. Are you a VISA participant? If you have previously answered this questionnaire please either update your response(s) to the questions, or enter "previous response unchanged" and provide the requested rough order of magnitude (ROM) pricing below. Request for ROM pricing: Please provide a total ROM price for dedicated fuel barge service from 1 March 2015 - 31 March 2020. Provided below is the anticipated CLIN structure and the number of estimated barge movements. ROM pricing is critical in the determination of whether it is feasible for the Government to proceed with an acquisition. The ROM pricing is for informational purposes only and will be kept confidential. It will not be used for other than market research purposes.
