Description

The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management, on behalf of the Materials Science and Engineering Division (MSED) within the Material Measurement Laboratory (MML), intends to enter into a sole source purchase order with Thermo-Calc Software, Inc., under the authority of 41 USC 253(c)(1) - only one responsible source - for all of the following: 1. Purchase of an application programming interface (API) including one year of maintenance; 2. Maintenance of Thermo-Calc DICTRA, TC-PRISMA, and TC-API software tools for a one year base period and four one-year option periods; and 3. Maintenance of the API for for the four one-year option periods. The National Institute of Standards and Technology's (NIST's) Materials Science and Engineering Division (MSED) provides the measurement science, standards, technology, and data required to support the nation's need to design, develop, manufacture, and use materials. In partnership with U.S. industry, government agencies, and scientific institutions, the Division performs fundamental and applied research to enable those engaged in the materials science and engineering enterprise to adopt new materials and incorporate them into improved, successful products that solve problems in areas such as energy, electronics, transportation and the environment. To meet mission requirements, the MSED must renew its maintenance agreement for its existing Thermo-Calc software tools (e.g. Thermo-Calc, TC-DICTRA and TC-PRISMA). These codes encrypted within the software are used to perform multicomponent multiphase thermodynamic equilibria calculations (Thermo-Calc), multicomponent multiphase diffusion simulations (DICTRA), and multicomponent precipitation simulations (TC-PRISMA). These software tools are essential for developing new multicomponent multiphase thermodynamic and diffusion mobility databases. These databases are used for developing new materials, which are essential to promote a wide range of industries, including the automotive, aerospace, and electronic industries. The API for Thermo-Calc tools is essential for integrating these multicomponent databases with other microstructure based tools to enhance the design of materials. Basis for sole source: NIST currently owns several thermodynamic and diffusion mobility databases, which are only compatible and interchangeable with the existing Thermo-Calc software. Thermo-Calc has no authorized distributors or resellers and is the sole provider for Thermo-Calc software products. The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers; the Small Business Size Standard is $35.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 p.m. Eastern Time on August 15, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
