Description
STATEMENT OF WORK (SOW) FOR REPAIRS TO TWO SHIP WORK This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N6883614T00239 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the latest edition of the Federal Acquisition Circular. This solicitation is issued on a total small business set a-side basis, NAICS Code 336611, size standard 1000. CLIN 0001 REPAIR WORKING PLATFORMS 2 EA 1. SCOPE Repair two ship repair working platforms to include towing to and from contractors facility. Removal from the water, removal of zincs, fendering and deckgrating, opening voids, inspection, replacing handrails, fender channel, fendering, preservation, blasting, priming and painting. 2. WORKING PLATFORM IDENTIFICATION 2.1 One 28ft x 28ft three stage work platform. 2.2 One 28ft x 28ft three stage work platform. 3. REFERENCES: 3.1 NAVSEA DWG. 7333543 4. REQUIREMENTS 4.1 Work Platforms are located at Mayport Naval Station moored in the basin. Port Operations tugs can tow out of basin up to 4 NM up St. Johns River to contractors facility as approved by government representative. 4.2 Contractor is responsible for towing beyond tug limitations as per government representative. Platforms cannot be transported over highway. 4.3 Platforms can be repaired at the same time. 4.4 Platforms will be labeled with black painted stencil with 6 inch letters as per government rep. 5. PERIOD OF PERFORMANCE 5.1 All work to be completed by 01DEC 2014 6. WORK TO BE ACCOMPLISHED ON THREE STAGE WORK PLATFORM-1 6.1 Platform listed in 2.1, prepare for repairs, by removing from water, blocking, cleaning, removal of zincs, cutting of fasteners and removal of D-Rubber. Remove bottom float deck grating. 6.2 Replace four pipe cleats on lower pontoon that are deteriorated. 6.3 Remove 10 void covers. Clean all voids and perform inspection with government representative. 6.4 Replace 40ft of 8 inch fender channel on pontoon. Replace 15ft of 6 inch channel. Replace 240ft of 4 inch channel. Replace 30ft of 8 inch D-rubber, 75ft of 4 inch D-rubber. Government representative to identify channel to be replaced. All D-rubber to be fastened with stainless all thread, washers and nuts. 6.5 Abrasive blast bottom pontoon to achieve an SP-10 profile, apply two coats of Sherwin Williams Sea guard 5000 epoxy primer and one coat of Sherwin Williams Acrolon 218 topcoat to pontoon above the waterline and spot preserve rusted areas on other stages and new channel and handrails (Haze Gray). Apply three coats of Sherwin Williams Sea Guard Ablative Anti-Fouling below the waterline as per manufacturer recommendations, alternating coats black, red, black. 6.6 Install new zincs and studs. Reinstall void covers with stainless steel fasteners. 6.7 Reinstall deckgrating with new hold down brackets. 7. WORK TO BE ACCOMPLISHED ON THREE STAGE WORK PLATFORM-2 7.1 Work Platform listed in 2.2, prepare platform for repairs by removing from water, blocking, cleaning, inspection and spot preservation of bottom. Government representative to inspect with contractor. 7.2 Remove lower pontoon grating for access to voids. 7.3 Remove 10 void covers, clean and inspect voids, replace gaskets, and reinstall void covers with stainless steel fasteners. Government representative to inspect voids. 7.4 Replace 10ft of 8 inch fender channel on pontoon, 75ft of 6 inch fender channel. Replace 10ft of 8 inch D-rubber and 60ft of 4 inch D-rubber. Government representative to identify channel to be replaced. All fasteners to be stainless. 7.5 Replace 500ft of 1 ½ inch handrail piping and 160ft of 1 ½ inch handrail stanchions. 7.6 Abrasive blast rusted areas from lower pontoon and all three tiers, apply two coats of Sherwin Williams Sea guard 5000 epoxy primer and one coat of Sherwin Williams Acrolon 218 topcoat to the lower pontoon and all three tiers.above the waterline (Haze Gray). 7.7 Reinstall lower pontoon grating.
