- This is a Notice of Intent announcement that the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(i) with VEMCO Division, AMIRIX Systems, Inc., 20 Angus Morton Drive, Bedford, Nova Scotia, Canada for telemetry receivers, hydrophones and transmitters. The NMFS has determined that this equipment is unique and only available from VEMCO Division, AMIRIX Systems, Inc. The subject requirement is to provide research equipment necessary to continue monitoring migrating fish species in Maine coastal waters. Transmitters included in this request are the only equipment that can be detected by an array of nearly 100 receivers that are deployed annually as part of an existing telemetry infrastructure. The units are networked with international research efforts as part of the global Ocean Tracking Network. To effectively utilize the network NOAA Fisheries requires transmitters annually that are detectable by the existing network. Implanting these transmitters allows researchers to understand mortality, behavior and movement of Atlantic salmon smolts each year and compare between years. The Vemco equipment has been used in tracking Atlantic salmon smolts since 1996. The equipment works interchangeably with existing gear since it is 100% compatible with existing Vemco equipment, data analysis software, and database systems that are currently owned and used by NOAA Fisheries. The reasons justifying the lack of competitions is based on the following descriptions of the technical specification the Government requires of the equipment to meet its minimum needs, and the factors the Government will use to evaluate the information submitted by any firms in response to this Notice. The Northeast Fisheries Science Center (NEFSC), Northeast Atlantic Salmon Team (NEST) has a requirement for the following VEMCO, AMIRIX Systems supplies and equipment: 1) One (1) VR100 - 8 Channel DSP Manual Tracking Acoustic Receiver 2) One (1) VHTx-69khz Transponding hydrophone - For VR100 3) Ten (1) VR2Tx-69khz Coded Acoustic Receiver with Transponder (Code Map-113) 4) Eight (8) VR2AR-69khz (BETA) Coded Acoustic Receiver with Acoustic Release (Code Map-113). Maximum depth 500 meters 5) Fifteen (15) VR2W-69kHz Coded Acoustic Receivers (69KHz) with BlueTooth (Code Map-113) 6) One Hundred (100) V9-6L-A69-1601; Rounded Case (Smolt) Acoustic Transmitters minimum tag life approximately 147 days 7) Thirty (30) V9P-6L-A69-9004 Rounded Case (Smolt), Max Depth range 34 meters minimum tag life approximately 90 days Required delivery date: September 30, 2014 The North American Industry Classification Code (NAICS) for this acquisition is 335999 with a business size standard of 500 employees. This notice of intent is not a request for quote. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than August 11, 2014 at 12:00PM (EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the entity to provide the required supplies and/or equipment. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No solicitation package is available. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to VEMCO Division, AMIRIX Systems, Inc of Nova Scotia, Canada.
