Description
This acquisition is being issued in accordance with FAR Subpart 13 for the procurement Warrior Trail Non-Ballistic Training Kits for the Maritime Law Enforcement Academy (MLEA) located in Charleston, SC. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. THIS IS A SMALL BUSINESS SET ASIDE The NAICS code is: 315990 This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-76 (July 25, 2014). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. SCOPE OF WORK: 1.0 GENERAL 1.1 DELIVERY 1.1.1 Delivery shall be no later than 45 days ARO. 1.1.2 The Product shall be delivered to : USCG Maritime Law Enforcement Academy 2000 Bainbridge Avenue Charleston, SC 29405 2.0 REQUIREMENTS 2.1 The contractor shall provide the following: 2.1.1 200 each - Non-Ballistic Training Kits • 25 Large colored inserts • 75 Medium colored inserts • 75 Small colored inserts • 25 Extra Small colored inserts 2.2 The contractor shall supply 200 Non-Ballistic Training Kits that meet or exceed the following salient characteristics: • Must have low visibility and the ability to be worn under a standard military service blouse and personal floatation device. • Vests and materials need to be rugged enough to withstand repeated use under rigorous training environments. • Fabric specifications of each kit's vest to be at a minimum 1000 denier, navy blue in color with black, or blue fasteners. • Training vests, both the interior and exterior, with insert panels (non trauma plate) need to replicate the size, weight, form and flexibility of actual level IIIA flexible body armor. Inserts need to be constructed in a way that is both breathable and easily cleaned. Materials to be made from at least 50% recycled material. In this standard, the term body armor refers to that which is flexible and provides coverage primarily for the torso. No solid plate, rigid, or other non breathable plates acceptable. • Each training vest insert panel will be infused with color by size for ease of sorting and storage: o Large: Brown Coloring o Medium: Green Coloring o Small: Grey Coloring o Extra small: Tan Coloring 2.3 Technical Publications and manuals for all materials listed, including MSDS, if applicable. FAR 52.212-1 Instructions to Offerors - Commercial items (APR 2014) and is supplemented as follows: Offerors shall submit an electronic version of their quote along with a description of the product offered in Adobe.pdf format. Offerors shall submit quotes IAW the CLIN structure below. Prices shall be inclusive of shipping and shipped FOB Destination. CLIN 00001 Description: Non-Ballistic Training Kits Amount: 200 Unit: EA Unit Price: $___________ Total Price: $___________ QUOTE SUBMISSION DEADLINE: 12:00 ET on August 7, 2014 via the electronic submission option on FedBizOpps. Quotes submitted through other means may not be considered. FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) is applicable to this procurement. The evaluation factors are: Acceptability: To determine acceptability the Government will evaluate each quoter's product description to determine if it meets or exceeds requirement IAW the SOW. Quoted products determined to meet or exceed the requirement IAW the SOW will be considered acceptable Price: The Government will evaluate the total overall price to determine accuracy, completeness, and reasonableness. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
