- NASA/MSFC has a requirement for PCI Express Cards, Cables, Cable Interface Modules, A/D cards, D/A cards, and PCIe Adapters. NASA/MSFC intends to purchase these items from General Standards Corporation on a Sole Source basis. General Standards provides true PCI Express form factor boards that have the ability to do simultaneous conversions and direct memory access (DMA). Their Analog-to-Digital (A/D) and Digital-to-Analog (D/A) boards provide independent convertors per channel allowing simultaneous operation which allows the software to pull the data from the cards or write data to the card as fast as possible. General Standards discrete boards provide avionics differential discrete capability for both input and output discretes in a true PCI Express form. General Standards products also are deployed throughout the Integrated Avionics Test Facilities (IATF) labs used to simulate Space Launch System Program (SLSP) avionics electrical interfaces in order to test the avionics system and flight software. A/D, D/A and PMC products are proprietary to General Standards and are already deployed in multiple products System Integration Test Facility in support of Core Stage avionics integration and test; and Software Development Facility 1,2, and 3 in support of Space Launch System (SLS) Flight Computer Flight Software development and test. Guaranteed performance, functionality and compatibility across products must be maintained. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:30 p.m. local time on 8/8/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
