This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is RFQ CDC-2014-70300 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement in accordance with the attached Statement of Work (SOW). Solicitation Provisions Statement of Work Study Panel Support Services Title of Project: Safe, Stable, and Nurturing Relationships & Environments (SSNR) Study Panel - Examining, Unpacking, and Clarifying the Impact of Adverse Childhood Experiences on Lifelong Health and Health Inequities A.1 Background and Need: Adverse childhood experiences (ACEs), including child maltreatment, have been shown to significantly impact lifelong health and contribute to health inequities. Research is needed to examine the development of health impacts of ACEs across the lifespan as well as the factors, including social and economic conditions, which may attenuate or ameliorate the negative effects of ACEs on adolescent and adult health. Also, such research will elucidate which factors contribute to the differential risk and differential burden of child maltreatment and other forms of early adversity. The purpose of the proposed project is to provide funding for secondary data analyses by a research panel consisting of four established longitudinal research studies that have unique data on child maltreatment and other ACEs, health and health inequities, and potential protective factors (safe, stable, nurturing relationships and environments [SSNR]) across multiple generations. Information generated by the proposed analyses will help focus surveillance and prevention efforts toward ACEs with the most substantive impacts on population health and well-being and will assist in identification of key indicators of health inequities. Findings will be disseminated to the scientific and public health communities and translated for policy makers and for communities conducting health impact assessment. Findings will also further develop CDC's Essentials for Childhood: Assuring Safe, Stable, Nurturing Relationships and Environments for All Children vision for child maltreatment prevention. A.2 Project Objective: The current proposal seeks to build upon work already completed by the DVP-convened Child Maltreatment Prevention/SSNR Panel, a collaboration among four sites (UK E-Risk Study, Family Transitions Project, Rochester Youth Development/ Intergenerational Study, and the Lehigh Family Study) that have collected longitudinal, multigenerational data. The contractor will provide support to convene the Panel for two (2) days to further examine the potentially transformational role that SSNRs, at various points in development, play in the relationship between child maltreatment and adult health. Additionally, the Panel will identify common and unique indicators of health inequities in their datasets, as well as examine the impact of SSNRs on health outcomes related to ACEs other than child maltreatment. A.3 Scope of Work The scope of work will include - in-person working meeting to discuss and develop conceptual framings, analytic ideas, the development and implementation of analysis plans, writing of manuscripts, policy briefs, and/or CDC documents, as well as preparation of symposia and other presentations. describing the analyses and informing the field on the protective role of safe, stable, nurturing relationships and environments. Specifically, the four sites will use their unique multigenerational datasets to examine: 1. Specific indicators of health inequities that are unique and common to each of the studies and the relationship among these indicators, child maltreatment, other ACEs, and health outcomes in adolescence and adulthood; 2. The effects of prospective, longitudinal measurement of ACEs, including child maltreatment, on health outcomes across the lifespan. This work will be guided by available cross-sectional research on ACEs and health outcomes; 3. The predictive validity of individual ACEs, specific groupings of ACEs, and individual dimensions of ACEs (e.g., developing severity weightings) over time; 4. SSNRs at various points in development and at various levels of the social ecology that may alter, attenuate, or ameliorate the relationship between child maltreatment, other ACEs, and poor health outcomes. A4. Technical Requirements The following conference support services shall be provided to plan and execute a two day conference to be held September 2014. The contractor shall participate in a conference call with CDC staff within two weeks of the award to discuss the requirements of this contract. A final project plan and timeline shall be provided to CDC within 2 weeks after the date of the initial conference call with CDC. Contractor Tasks 1. The contractor shall secure the participation of the four sites (UK E-Risk Study, Family Transitions Project, Rochester Youth Development/ Intergenerational Study, and the Lehigh Family Study) in writing. 2. The contractor shall prepare a project plan and a timeline for accomplishing the primary objective of the work to be performed under this contract. The contractor shall forward to the COR a project plan for CDC's review and approval. This plan shall document proposed approaches to best accomplish the objective of the project. The project plan shall at a minimum include the following: a. A timeline (key items, dates and times to ensure that nothing is overlooked or forgotten). b. Plan for signage. c. Equipment and materials that the contractor will send to the Panel meeting. d. Plan for distribution of materials at the Panel meeting. e. Plan for distribution of site fees. 3. The contractor shall participate in conference calls at least monthly with CDC staff and more frequently if necessary. An initial planning meeting by telephone conference call with CDC staff shall take place no later than two (2) weeks after the award is made and will provide an opportunity for CDC staff to discuss the history, goals, and purpose for the project; to define roles and responsibilities. Subsequent calls will focus on progress made and any anticipated or unanticipated challenges. 4. The contractor shall provide one (1) writer/editor/transcriptionist. The writer/editor/ transcriptionist is responsible for providing and utilizing their own recording and transcription equipment and shall participate in the entire two day meeting and transcribe the meeting to ensure that discussions on priority areas included on the CDC provided agenda are accurately captured in the verbatim transcript. The writer/editor/transcriber shall include a verbatim transcript, and the audio recordings of the meeting. 5. The contractor shall email all pre-meeting materials to CDC and follow-up to assure timely response to meeting related preparatory tasks and inquiries. 6. The contractor shall print twenty five (25) double-sided, black and white copies of all meeting materials (i.e. agenda, handouts, other materials). The contractor shall place one (1) copy of all meeting materials in twenty (20) folders for distribution at the meeting. The contractor shall also provide other equipment and supplies, such as flipcharts, easels, and markers. The type of equipment and supplies shall be sufficient for the number of participants. 7. The contractor shall prepare and post two (2) directional signs: a) A sign at the primary entrance to Building 1825 on the CDC Century Center campus. b) A sign at the entrance of the adjoining hallway to the room where the meeting will be held.. 8. The contractor shall receive all deliverables from the panelists and assure that the deliverables meet the requirments. A.5 Reporting Schedule The contractor shall complete written progress reports monthly through the end of the project, beginning one (1) month after the initial conference call. The contractor's monthly progress report shall include the contractor's planned phasing of work by reporting period. The report shall include, at a minimum, the information outlined below: 1. A summary of the work completed for the reporting period, including work completed by the contractor. The summary should be broken out by requirement, activity, etc., as specified in the statement of work: a. A narrative review of work accomplishments and/or significant events. b. Performance management plan, or other deliverable schedule with planned versus actual due dates. Include work completed toward interim and final deliverables and estimates of time to complete the deliverables. c. Problems and solutions (to include impacts on quality, schedule and cost, and proposed solutions). d. Activities planned for next month. 2. Staffing issues, reassignments, replacements. 3. Final report will be provided to the CDC COR for review and approval 4. Any additional information, including findings and recommendations that may assist the government in evaluating progress. The contractor shall submit monthly progress reports to the COR ten (10) days after the end of each month. A.6 Special Considerations Technical Considerations Contractor performance and resulting deliverables must adhere to all federal, HHS, and CDC IT security and privacy policies, standards and procedures. The following HHS FAR IT security clauses may apply based on the Contractor's technical proposal to support the stated requirements. Note contractor must support security authorization process as required by CDC in accordance with this HHS FAR Section. List of SSNR and adult health outcome variables from each site due eight (8) weeks after orientation telephone conference call 3. Analysis plan from the four sites due five (5) months after orientation telephone conference call. The plan will examine the relationship between child maltreatment, adult health and the potential transformational role of safe, stable and nurturing relationships. 4. One (1) copy of the final project plan shall be due in two (2) weeks after receiving CDC comment on the draft project plan. The contractor shall provide all materials in hard copy as well as electronic formats. All materials submitted electronically shall be produced in Microsoft Word. 5. One (1) copy of the draft verbatim transcript and audio tape recordings for the entire two day meeting shall be due in four (4) weeks after the study panel meeting adjourns. CDC will provide comment within two (2) weeks after receiving. 6. One (1) copy of the final verbatim transcripts shall be due two (2) weeks from the date that CDC returns the initial draft to the contractor. 7. One (1) copy of the draft report from the panelists shall be due three months after the Expert Panel meeting adjourns. CDC will review and provide comment within two (2) weeks after receiving. The draft report will be a draft manuscript suitable for publication in a scientific peer-reviewed journal describing the analyses and informing the field on the protective role of safe, stable, nurturing relationships and environments. 8. One (1) copy of the revised draft report from the panelists shall be due within one month from the date that CDC returns the draft document to the contractor. CDC will review and provide comment within two (2) weeks after receiving. 9. One (1) copy of the final report shall be due in one month from the date that CDC returns the revised draft document to the contractor. The final report shall reflect the recommendations of peer reviewers. The Expert Panelists shall review, provide comments, and incorporate feedback within four (4) weeks of receiving questions and requests for changes from the editor(s) of peer reviewed report. Technical Evaluation Criteria The offeror with the lowest price and whose proposal is technically acceptable will receive the award. Experience and Qualification I. Technical Approach Offerors shall submit a brief response (not to exceed 12 pages). The response shall describe their technical approach to accomplishing the tasks under this contract and shall include the qualifications, credentials, and experience of key personnel. II. Past Performance Offerors shall demonstrate experience managing and facilitating dialogues involving diverse groups of subject matter experts from governmental agencies, nongovernmental organizations, and academic institutions. A minimum of three (3) years is required to meet this criteria. III. Experience and Qualification Offerors shall provide the information necessary to evaluate whether staff have experience conducting activities of similar complexity and size to the anticipated project. Offerors must have experience in the following areas: • Planning the logistics and coordinating the technical aspects of events/meetings. • Organizing, managing, and facilitating expert panel meetings. • Convening assessments and designing collaborative processes. • Preparing summary documents and reports.
