Description
1. CONTRACT INFORMATION The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) on or about September 2, 2014. The solicitation will consist of multiple Firm Fixed-Price Contract Line Items Numbers (CLINS). There are no Optional CLINS for this procurement. The magnitude of this construction project is between $1,000,000 to $5,000,000. The period of performance is 270 calendar days from issuance of Notice to Proceed. Proposals will be evaluated and awarded based upon the best value procurement method, Lowest Price Technically Acceptable (LPTA), in accordance with FAR (Federal Acquisition Regulation) Part 15, Contracting by Negotiations. The evaluation criteria will be conveyed within the solicitation. This project is funded by military construction appropriation. The solicitation will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. Evaluation of offers from firms that do not qualify as United States firms will be evaluated by adding 20 percent to the offer. Defense Base Act Insurance and Construction surety will be required. Note: This procurement was originally posted but cancelled under W912ER-14-R-0021 on March 14, 2014. 2. PROJECT INFORMATION: The U.S. Army Corps of Engineer (USACE) Middle East District has the requirement to construct a medical warehouse at Al Udeid Air Base in Qatar. The warehouse is prefabricated metal structure with masonry walls to the height necessary for force protection. There are also utilities and related site improvements in the project. All work identified in the Scope of Work shall be completed as specified in the contract. ADDITIONAL REQUIREMENTS: Performance and payment bonds may be reduce by the Contracting Officer for 30 percent of the original contract price in lieu of 100 percent. The contractor must be licensed to conduct business in Qatar. SITE VISIT: Site visit is tentatively scheduled for September 10, 2014. More information pertaining to site visit time, location, contacts and requirements will be disclosed in the solicitation. 3. REGISTRATION/SUBMISSION REQUIREMENTS: Offerors must have and maintain an active registration in the SAM (System for Award Management) database at https://www.sam.gov/portal/public/SAM to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM data base, the Government reserves the right to award to the next prospective Offeror. The Government will post the solicitation and technical requirements to the FedBizOpps website. PROPOSAL PERIOD: The solicitation is scheduled for release on or about September 2, 2014 at https://safe.amrdec.army.mil/safe/Welcome.aspx The proposals will be due on or about October 16, 2014. Electronic and fax proposals will not be accepted. Contract award will be on or about December 15, 2014.
