- This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with SonoSite FujiFlim, on a sole-source basis, for Rugged Portable Ultrasound Systems. The USGS has concluded that these supplies are unique and only available from SonoSite FujiFlim. The reasons justifying this lack of competition is based on the following description of specific qualifications the Government requires of the product to meet its minimum need, and the factors the Government will use to evaluate the product information submitted by firms in response to this Notice: The U.S. Geological Survey, Columbia Environmental Research Center (CERC) has a requirement for rugged, compact and highly portable, high resolution ultrasound devices for use on fishes and in small watercraft operated on rivers and reservoirs and non-clinical fish hatchery environments. Sonosite is the only manufacturer with proprietary imaging algorithms and full color flow mapping, one-dial control, and a rapid 20 second boot-up time, in a rugged form factor suitable for the acquisition of high resolution diagnostic imagery under field conditions. The construction of the system must be suitably rugged, with a metal frame, and capable of withstanding impacts associated with a fall from 1 meter. The ultrasound systems must be able to withstand transport and storage in harsh field conditions and be easily cleaned. The systems will be operated to collect diagnostic imagery onboard watercraft, and therefore must be portable and provide simple, touchscreen controls and single master control knob for ease of use by operators wearing gloves. The ultrasound systems must provide high-quality diagnostic imaging suitable to resolve changes in testes and ovarian tissue in fishes ranging from 100 to 10,000 grams. Imaging capabilities must include color power Doppler and color-flow velocity capability. The system shall weight no more than 6 pounds, including battery. Temperature range of -35 to 65 degrees Celsius and a humidity range of 15 to 95%. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by 08/12/2014 by 3:00 PM Central Standard Time. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
