- Sole Source Intent. The Mission and Installation Contracting Command -Yuma in Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with SAT Corporation, located at 931 Benecia Ave, Sunnyvale California, 94085-2805. This requirement for acquiring technical support services in efforts to update and enhance Signal Monitoring Network in support of the USAYPG Network Enterprise Center (NEC). The Signal Monitoring Network at YPG has a range wide spectrum monitoring system called 'Signal Acquisition System network (SAS) operated remotely by a central control facility. The SAS monitoring system are used in a fixed remote range location or mobile system to collect and log all Radio Frequency (RF) Electromagnetic Energy within an Electromagnetic Environment (EME) surrounding the SAS site. Updates involve the software enhancement with current network configuration to ensure any applicable changes since the initial installation, are captured. The Government may require an RF Engineer to provide on-site customer support for hardware repair or troubleshooting within the scope of this contract. This requirement will be on an as needed basis and will not exceed 4 business days per period of performance. The period of Performance (POP) for this acquisition is for a one-year base period with two one-year option periods. SAT Corporation is the only vendor capable of performing these upgrades. SAT Corporation as the system developer and integrator has extensive knowledge, experience, and documentation of these systems that no other vendors have or would be able to develop within a reasonable time. Additionally, the company holds all proprietary data to include the license and source code on the software packages that control eight custom built SAT systems. Given that the software is a custom application there are no other vendors that are able to maintain or provide the unique software without reverse engineering the current system and developing an alternate solution. The North American Classification System (NAICS) code is 54159. This contract will consist of Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: monthly, Description: Signal Monitoring Network Support Services Upgrades. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 12. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOPALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 6 August 2014 at 6:30 AM Mountain Standard Time (MST). In order to prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed services.
