- This Sources Sought Notice is a market research tool to determine the availability and adequacy of potential sources. This is NOT a solicitation for proposals, proposal abstracts or quotations. This sources sought announcement does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify sources with the requisite qualifications to provide the services stated herein. If a solicitation is released, it will be synopsized in FEDBIZOPPS. It is the potential sources responsibility to monitor the FEDBIZOPPS site for release of any solicitation or synopsis resulting from this announcement. All small business organizations are encouraged to respond to this notice. This requirement is assigned a NAICS code of 541330, with a small business size standard of $7.5M. The specific purpose of this sources sought announcement is to determine if there are any small businesses, within the parameters identified above, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 Limitations on Subcontracting the prime contractor is required to perform at least 50% of the labor with their own employees. Background: The U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST) is responsible for maintaining and continually upgrading scientific research facilities to ensure the scientific staff has current state of the are facilities to meet the requirements necessary to support the nations commerce requirements. The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST) has three facilities located at Boulder, Colorado; Wellington, Colorado; and Kauai, Hawaii. These locations consist of approximately 30 separate buildings totaling approximately 650,000 square feet, which consist of scientific research laboratories and clean rooms, warehouses, machine shops, maintenance shops, a central utility plant, administrative offices, and conference/auditorium facilities, along with radio transmission sites. The age of the facilities range from the late 1950's to present day state of the art technology and construction. Qualified firms to provide Architect-Engineer (A/E) Services with emphasis on a firm that has complete architectural, mechanical, electrical, fire protection, security systems, and civil engineering capability. The geographical areas for this work will be located in Boulder, CO, USA. Scope: a. Design of new and/or renovated scientific research laboratory facilities, administrative facilities (offices, operation centers, and warehouses), utilities, electrical systems, water, sewage systems, ADA compliance requirements, safety systems, such as fall protection devices/guardrails, solar/energy conservation systems, roofs, communications, security systems, radio transmission towers, HVAC systems, roads, fences, and gates. Work may include the following A/E disciplines: architecture, landscape architecture, civil, structural, mechanical, electrical, fire protection, security systems, construction management, inspections (quality assurance and control), geotechnical engineering, materials testing/evaluation, and surveying. b. Title I Services: Project scoping and programming; site planning/analysis; building condition assessments; inventories; architectural landscape; architectural character studies and surveys; conceptual, schematic, and preliminary design; design development; code research and analysis; design analysis; energy/conservation and life cycle costing, value engineering; outline specifications; preliminary cost estimates and other special services, such as providing necessary advance topographical or other field surveys, obtaining test borings or other subsurface data, and conducting technical analyses or investigations. c. Title II Services: Which may include preparing detailed engineering drawings, specifications, detailed cost estimates for construction of facilities, structures, utilities and other appurtenances, as well as analyzing Contractor proposals and providing advice, interpretation of plans and specifications during the contract bidding period. d. Title III Services: Services in this category include inspection of all actions required to complete the proposed construction of the work from contract award, start of construction through acceptance (including the warranty period) Interested, capable Architect and Engineering Services (A/E) /parties shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of A/E ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime A/E contractor or a subcontractor; (f) Identify hourly rates for senior and junior technical staff for A/E services; (g) Describe projects experience and past performance with similar types of requirements of similar scope and magnitude and whether they were design/bid/build or design/build (with contract number, Government agency or private company, name and address and contract funded amount, provide a list of design criteria for the project(s), number or RFIs and change orders issued on the construction contract based on construction documents.) (h) Identify existing or potential pricing structure in support of this type of work by subcontractors; list subcontractors and technical qualifications being supplied to the prime A/E contractor. (i) Identify qualifications of technical and management A/E personnel; and (j) Location( Office) Proprietary information or trade secrets should NOT be submitted. This contract vehicle will be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. Requirements will be carried out under task orders (TOs).This action is estimated to take place over five (5) years. Please submit your response via email to the attention of the Contract Specialist, Teresa Harris (Teresa.Harris@nist.gov) no later than August 15, 2014 at 2:00pm ( Eastern Time). Each response shall be no more than 10 single-sided, single-spaced pages (excluding the cover page), and each page shall be separately numbered. All interested contractors must be registered in SAM.gov (formerly CCR) to be eligible for award of Government contracts.
