Description
Justification for Other than Full and Open RFQ This publication serves as notice that the Department of Commerce (DOC), National Oceanic & Atmospheric Administration/National Environmental Satellite Data and Information Service, Field Delegate intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), Solicitation number EE-133E-14-RQ-0895 is issued as a Request for Quotation (RFQ). This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only QPS, Boulder Colorado can complete the work and provide the deliverables under this procurement. However, firms that believe they can provide the services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. You may submit your written quote on company letter head or on a Standard Form 1449. The solicitation documents and incorporated provisions and clauses are those in effect through FAR Federal Acquisition Circular 2005-75. The North American Industry Classification System Code (NAICS) is 511210, Software Publisher. Size standard is $35.5M. A firm fixed price contract will be awarded using Simplified Acquisition Procedures. This procurement is for renewing the maintenance and support for Geocap software licenses which include Qty (2) of each of the following modules: Main, Shelf, and Seafloor in a five year maintenance agreement for PoP: 09/01/2014-08/31/2019. When this software was initially purchased five years ago, other software packages were compared in the market research process that offered similar specialized features that addressed the specialized needs of UNCLOS like Geocap. However, of those packages, most had significant programming or implementation limitations and bugs. At that time, Geocap had a useful 3-D viewer feature that allowed viewing multibeam bathymetric data with sediment thickness data from any angle. This is an important capability when selecting the best possible points for the extent of the shelf. NGDC has used the Geocap software (a Commercially Off the Shelf (COTS) software) for the last 5 years in our Extended Continental Shelf (ECS) Project and has found the software robust, reliable, and capable of integrating within the NOAA IT framework. The Geocap software is used for mapping and modeling of surface structures such as seabed and continental shelf structures including sediment thickness. Input data sets can be seismic and sonar data in combination with interpretation and grids made in Geocap or other systems. The Geocap software has been used by many other countries for their United Nations Convention on the Law of the Sea (UNCLOS) Extended Continental Shelf (ECS) submissions and is accepted software by the UN Commission on the Limits of the Continental Shelf (CLCS), the review body for UNCLOS. Geocap is a highly unique and specialized software that is the most capable package available to meet NGDC's needs. It will be most efficient for NGDC to continue using the same software to enable continued access to Geocap software products we have already generated and to continue work and analysis left to complete. Continued use of Geocap will leverage the expertise already gained by staff. This is to be considered a sole source and sole brand procurement. Geocap AS is the only vendor who sells this specific software and related maintenance and support. Geocap AS provided pricing information for the Geocap Software maintenance and support. The U.S. Extended Continental Shelf (ECS) Project is a multiagency collaboration with the goal to delimit the outer continental points for the U.S. NGDC's role as Data Management Lead for the project provides data stewardship and integration and supports analysis to identify the outer points. With data collection wrapping up, the team members will be more focused on data analysis and outer limit point selection. An ECS Project Office has been established at NGDC headed up by the State Department to tackle this phase of the project with a project completion date in 2019. This 5 year time line coincides nicely with this 5 year maintenance request. The U.S. stands to possibly gain sovereign rights and control over an area twice the size of California rich in natural resources worth millions of dollars. The ECS Project uses Geocap software with its specific suite of tools to delimit outer continental points. The profiler tool builds on features available by graphically calculating and selecting the optimal outer limit point using built-in math algorithms. The software also has tools for developing constraint lines and formula lines which are other products required by the project to support the selection of outer limit points and adequately defend a submission. NGDC collaborates with the University of New Hampshire and 2 separate offices of the U.S. Geological Survey on this project. All offices use the Geocap software which enables us to share projects in the proprietary format in separate offices across the country. No other software has the complete suite of tools. CARIS LOTS was reviewed but had problems with map projections and math accuracy in latitude and longitude values beyond the decimal point.
