- Description
- Minimum Essential Characteristics Introduction TATRC has been designated the Specialized MEDCOM Response Capability - Medical Command and Control Communications Team (SMRC-MC3T) lead and must provide an intuitive, compact and deployable Medical Command, Control, Communications, and Telemedicine information technology package to augment the other 21 SMRC teams for incident response. When tasked by MEDCOM the SMRCs must have the communications assets listed above in order to respond in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) to provide medical augmentation to local, state, federal and defense agencies or medical teams responding to disasters, civil military cooperative actions, humanitarian assistance, weapons of mass destruction incidents; chemical, biological, radiological, nuclear and high yield explosives (CBRNE) incidents and emergencies. Background In 2009 TATRC purchased 2 SiRRAN NOMAD C4 Command Post Communications system to evaluate for potential replacement of existing systems that where fielded in 2003. After extensive testing during multiple field and training events the three additional systems was purchased to support the SMRC-MC3T mission per the Operational Order received from MEDCOM. Minimum Requirements TATRC requests a brand name or equal purchase for an Airline approved portable Command and Control Communications System such as the TAC-PAK that operates as an independent and complimentary field communication system. Due to it's compact size and portability, you can take your entire agency operations to the top of a building, the middle of a lake, or through streets blocked with hurricane debris, ice, etc. From there, data and operations communications may be established with your existing data systems or the world. Various hardware configurations may enable field personnel to perform full incident command and management functions. It is critical that the systems that are purchased will operate 100% compliant in the TATRC PITLAB-SMRC Network and that is fully compatible with all TATRC's existing SMRC-MC3T SiRRAN NOMAD C4 Command Post Communications systems already purchased and fielded to OCONUS locations. The following features are required: Operate in a communications and power sterile deployed situation Digitally capture scene photographs, transmit using cellular/satphone Receive images and text in the field using cellular/satphone Link multiple VHF/UHF/800Mhz radios across the state or world Send and receive emails and Internet operations Share the Internet and VPN connections with up to 25 Team personnel Create an 802.11 network for multiple Team personnel ops Print/Copy materials System Features and Options: QuantityDescription 1Environmentally sealed case with integrated hardware 1Semi-Ruggedized laptop (Windows7, 2.1Ghz, 320GB hard drive, 4GB RAM, DVD/CDRW, 14 quote mark Active matrix screen) 1Map Light with dimmer 1Digital Still Camera 1Color Printer 1Copy Machine 1Scanner 1120-240VAC/12-35VDC power supply with Infinity Power technology 1Global positioning system hardware/software 1One Year Warranty 1Shipping to U.S. locations Options: QuantityDescription 1Digital Video Camera 1BGAN EXP710(464kbps data max) 1BB2590 battery connection cable 1High Speed Wireless Data(12Mbps data max) 1Wireless LAN 1Triple Pipe Wireless LAN Switch with 308Link remote access capability 1Videoconferencing 1Solar Power 1DUAL BATTERY 112Vdc Power Outlet 1120VAC Power Outlet 1Dual Radio Interop(s/w, cabling, Tx/Rx hdw, TalkSoft application) 1Gold level technical support 11yr extended warranty 12yr Verizon connectivity 150mb satellite connectivity 1BGAN extension cable Training 1.
