- The Department of Labor, Mine Safety & Health Administration, intends to award a sole source contract under the authority of U.S.C.253(c)(1), as implemented by FAR 13.106-1 (b)(1) - Soliciting from a single source for purchases not exceeding the simplified acquisition threshold, to Sensidyne, LP, 1000 112th Circle N Suite 100, Saint Petersburg, FL 33716-2358 for National Institute for Occupational Safety and Health (NIOSH) approved, small, hand-held coal dust explosibility meters (CDEM) part number 810-1101-01. The CDEM gives instantaneous results in real time, and represents a new way for inspectors to assess the relative hazard of dust accumulations in the mines and the effectiveness of the mine operator's rock dust practices. These meters are portable, handheld and provide a direct indication of the potential explosibility of a coal and rock dust mixture in accordance with 30 CFR Part 75.403. The instrument is intended to be a "go" or " no-go" device which displays a RED indication for insufficient rock dust levels and a GREEN indication when the minimum safe level of rock dust is reached. The CDEM is MSHA approved for use in underground coal mines (approval number 18-A110002-0). The meters must be 5.4x2.4x1.2 inches. Must weigh.5 pounds. Must have LCD display. Must have 70-100% rock dust by weight range. Must have calibration frequency every 200 tests with a change in rock dust supply. The reflectance standard must check every 1000 tests, powered by 9 volt alkaline battery, and have low battery indicator and auto power down for power functions. The operating temperature of the meters must have a range of 10 to 40 degrees Celsius with an accuracy of +/- 25 rock dust for dust mixtures above 70% rock dust when proper sample preparation and unit calibration is performed. Extended red display must display a % rock dust range for RED indications at or above 70% rock dust. MSHA is looking to award a quantity of (40) forty meters to be distributed among (11) eleven coal district offices nationwide. This action will result in a firm fixed price contract. The NAICS code for this requirement is 334513 with a size standard of 500 employees. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
